On 16 March 2022, the TSOs of Continental Europe took a historic step by carrying out the emergency synchronisation with the Ukrainian and Moldovan power systems. This achievement, made possible by years of collaboration, has strengthened Europe’s energy security and resilience. Synchronisation is a cornerstone of power system stability. The successful connection of Ukraine and Moldova has provided critical support in times of need and has reinforced the European interconnected system – just as the recent synchronisation of the Baltic States with Continental Europe has further enhanced regional energy independence. NPC UKRENERGO and SE Moldelectrica have since joined ENTSO-E respectively as member and observer, actively contributing to the work of ENTSO-E on the future of the power system. Three years together. On 16 March 2022, Ukraine’s power system emergency synchronized with the Continental European network ENTSO-E. It happened after we had lived in isolation for three weeks – having disconnected from the power grids of russia and belarus only a few hours before the start of a full-scale invasion. Connecting to the pan-European network in extreme conditions – with military activities only a couple of kilometres from Kyiv – was an unprecedented historical step. “The interconnection of the Ukrainian and European energy networks has given us so much. First of all, we have become part of the ‘energy EU’ – russia has lost its leverage over the Ukrainian power system, and this has certainly increased our security. In the aftermath of the russian missile and drone attacks, we are strongly supported by emergency assistance and electricity imports from neighbouring countries. We have introduced joint auctions for access to interconnectors and restored the possibility of exporting Ukrainian electricity, which is extremely important to balance the power system and maintain the liquidity of the Ukrainian energy market. During these three years, our colleagues at ENTSO-E have been helping us with equipment. We are very grateful to our partners for their continued support,” said Oleksii Brekht, Acting Chairman of the Management Board at Ukrenergo. NPC Ukrenergo is now a full member of ENTSO-E. We are among the Top 5 largest transmission system operators in Europe, second only to the system operators of France, Italy and Spain. The Company regularly participates in meetings of working and expert groups, committees, and the ENTSO-E Assembly. We gained access to potential European funding for large energy projects. ENTSO-E and EU DSO Entity look forward to continuing the cooperation with EU Agency for the Cooperation of Energy Regulators (ACER) and the European Commission for the finalisation of the Network Code on Demand Response, the preparatory work for the implementation of this regulation as well as establishment of the European Stakeholder Committee on Demand Response!
🆕🚀 New network code on demand response will further advance the energy transition ✅ On 7 March 2025, ACER submitted its proposal for a new EU-wide #NetworkCode on demand response to the European Commission. This is the result of close collaboration with network operators (ENTSO-E, EU DSO Entity) and extensive consultation. What is demand response? ⚡ Demand response is when consumers–retail and industrial–intentionally adjust their #electricity consumption in response to a change in the electricity market price or a financial incentive to increase, decrease or shift the timing of their electricity consumption. #DemandResponse in electricity markets is increasingly important to support more variable #renewable generation being added to the #PowerGrid. 🌬️☀️ Why does this network code matter? 💡 This network code will ensure that demand response resources (such as consumers, storage providers, and distributed #generation) can fully participate in wholesale electricity markets, providing much needed flexibility to an evolving power system driven by #RenewableEnergy and thereby contributing to #EnergySecurity and the transition to #CleanEnergy. 🔢 To achieve this, the network code and the related amendments to existing regulations (balancing, system operation, and demand connection) cover four main areas: 1️⃣ Market access: The new #EU-wide rules will simplify market entry for smaller #energy players and enable standardisation of demand response measurement. 2️⃣ Service provider qualification process: New measures will streamline prequalification, product verification, and participation for all resources. 3️⃣ Procurement processes: Transparent rules will regulate #SystemOperator services procurement, with justified exceptions to market-based methods. 4️⃣ System operators’ coordination: Stronger collaboration between system operators will improve renewables integration, congestion management, and system stability. What are the next steps? ⏭️ The European Commission will review the proposal and initiate the process of establishing the Demand Response (DR) Regulation and amending the three related regulations. Once adopted by Member States, these will become legally binding across the EU. ✅ We are pleased to announce that Litgrid has become the 13th electricity transmission system operator (TSO) to access the pan-European Platform for the International Coordination of Automatic Frequency Restoration Reserves and Stable System Operation (PICASSO). This milestone enhances economic and technical efficiency by integrating European balancing markets and ensuring system security. 💬 “After successfully carrying out the Baltic synchronisation with Continental Europe we are further improving market integration with our European partners. This is the next step enabling the Baltic balancing market after joining the MARI platform last year and the launch of Baltic balancing capacity market this February,” says Donatas Matelionis, Head of Power System Operations Department at Litgrid. 💡 Balancing services can now be provided using a variety of technologies, including energy storage batteries, solar and wind farms, and flexible consumption. In the balancing energy market, participants can offer to adjust their generation or consumption capacity immediately, ensuring a continuous balance between generation and consumption.

Friday 28 February, ENTSO-E hosted a public webinar to present the Ten-Year Network Development Plan (TYNDP) 2024, providing insights into the future of Europe’s electricity system. The session covered key findings on cross-border needs to support the EU’s energy transition and methodologies. TYNDP 2024 highlights the need for: ✅ 108 GW of additional cross-border capacity by 2040 to ensure a cost-efficient energy system ✅ 224 GW of additional cross-border capacity by 2050 ✅ Strategic investments in Europe’s cross-border grid and storage deliver over €2 in savings for every €1 invested The webinar recording and slides are now available for those who could not attend.
