About us
ENTSO-E, the European Network of Transmission System Operators, represents 39 electricity transmission system operators (TSOs) from 35 countries across Europe, thus extending beyond EU borders. ENTSO-E was established and given legal mandates by the EU’s Third Package for the Internal Energy Market in 2009, which aims at further liberalising the gas and electricity markets in the EU. Due to unbundling and the liberalisation of the energy market, the transmission system has become the meeting place in which the various players interact. ENTSO-E members share the objective of completing and ensuring the optimal functioning of the internal energy market. They also support the ambitious European energy and climate agenda. Through deliverables such as long-term network development plans (TYNDPs), pan-European network codes, coordination of research and development plans, EU-wide system adequacy, etc, ENTSO-E is contributing to building one of the world’s largest integrated electricity market, the benefits of which will not only be felt by all those in the energy sector, but also by Europe’s overall economy, today and into the future.

ENTSO-E and EU DSO Entity look forward to continuing the cooperation with EU Agency for the Cooperation of Energy Regulators (ACER) and the European Commission for the finalisation of the Network Code on Demand Response, the preparatory work for the implementation of this regulation as well as establishment of the European Stakeholder Committee on Demand Response!
🆕🚀 New network code on demand response will further advance the energy transition ✅ On 7 March 2025, ACER submitted its proposal for a new EU-wide #NetworkCode on demand response to the European Commission. This is the result of close collaboration with network operators (ENTSO-E, EU DSO Entity) and extensive consultation. What is demand response? ⚡ Demand response is when consumers–retail and industrial–intentionally adjust their #electricity consumption in response to a change in the electricity market price or a financial incentive to increase, decrease or shift the timing of their electricity consumption. #DemandResponse in electricity markets is increasingly important to support more variable #renewable generation being added to the #PowerGrid. 🌬️☀️ Why does this network code matter? 💡 This network code will ensure that demand response resources (such as consumers, storage providers, and distributed #generation) can fully participate in wholesale electricity markets, providing much needed flexibility to an evolving power system driven by #RenewableEnergy and thereby contributing to #EnergySecurity and the transition to #CleanEnergy. 🔢 To achieve this, the network code and the related amendments to existing regulations (balancing, system operation, and demand connection) cover four main areas: 1️⃣ Market access: The new #EU-wide rules will simplify market entry for smaller #energy players and enable standardisation of demand response measurement. 2️⃣ Service provider qualification process: New measures will streamline prequalification, product verification, and participation for all resources. 3️⃣ Procurement processes: Transparent rules will regulate #SystemOperator services procurement, with justified exceptions to market-based methods. 4️⃣ System operators’ coordination: Stronger collaboration between system operators will improve renewables integration, congestion management, and system stability. What are the next steps? ⏭️ The European Commission will review the proposal and initiate the process of establishing the Demand Response (DR) Regulation and amending the three related regulations. Once adopted by Member States, these will become legally binding across the EU. ✅ We are pleased to announce that Litgrid has become the 13th electricity transmission system operator (TSO) to access the pan-European Platform for the International Coordination of Automatic Frequency Restoration Reserves and Stable System Operation (PICASSO). This milestone enhances economic and technical efficiency by integrating European balancing markets and ensuring system security. 💬 “After successfully carrying out the Baltic synchronisation with Continental Europe we are further improving market integration with our European partners. This is the next step enabling the Baltic balancing market after joining the MARI platform last year and the launch of Baltic balancing capacity market this February,” says Donatas Matelionis, Head of Power System Operations Department at Litgrid. 💡 Balancing services can now be provided using a variety of technologies, including energy storage batteries, solar and wind farms, and flexible consumption. In the balancing energy market, participants can offer to adjust their generation or consumption capacity immediately, ensuring a continuous balance between generation and consumption.

ENTSO-E has published the final report on the 21 June 2024 grid incident in the Western Balkan region, providing a comprehensive analysis of the event, its root causes, and key recommendations to reinforce system security. The report highlights the crucial collaboration between the Expert Panel—comprising ENTSO-E, TSOs, ACER, NRAs, and the RCC Investigation Subgroup—in ensuring the stability of the Continental Europe power system .
