As the new European Commission takes shape, 10 Directors of the European network of sustainability think tanks coordinated by IEEP, Think Sustainable Europe, urge to maintain social and environmental concerns as priorities in future EU legislation. In her political guidelines presented to the European Parliament in mid-July, Commission President Ursula von der Leyen announced that the European Commission would “significantly increase its funding for a just transition across the next long-term budget”. However, she also made it clear that competitiveness would be a key priority of the Clean Industrial Deal, which will replace the European Green Deal in the future. In this context, Think Sustainable Europe signatories call for clarity in three areas: 1️⃣ Long-term competitiveness and the definition of new European industrial policies - It remains unclear what such policies should be and how they could be financed. Alternative industrial policies should include support for innovation, demand-side policies, and a mix of regulation and subsidies. 2️⃣ International partnerships for shared prosperity and security - It would be pivotal to build partnerships with other regions, rather than focusing on decoupling as well as maintaining proper due diligence on social rights, environmental impacts, and governance. 3️⃣ Social model and rights-based approaches as a source of competitiveness - Social resilience is key to European security. While it has been severely weakened, the EU’s social model remains an important element of its economic differentiation. As sustainability think tanks, Think Sustainable Europe signatories call for a more holistic approach by promoting also the social and environmental aspects of the Clean Industrial Deal. To reach this goal, we need further dialogue between the Member States and between different sectors, if we intend to find feasible solutions to these key issues. What are the myths about nature-based solutions? Last week our colleagues Evelyn Underwood, Krystyna Springer and Laure-Lou Tremblay joined the NetworkNature EU annual event to bust some myths on nature-based solutions (NbS) that prevent NbS from wider uptake. These include: ❌ Dams are necessary to prevent flooding ❌ Urban sprawl can go on forever ❌ Sea walls are the only way to stop coastal flooding ❌ High yields must come at the expense of biodiversity Discussing nature-based solutions is also an occasion to question the place of nature in society and the political values that we attach to it – sensibly, politically and within the economy. Nature-based solutions harness the power of healthy ecosystems to fight climate change and boost biodiversity. Despite their benefits, nature-based solutions are still missing in 65% of key EU policies. ✅ NaturaConnected in 🇫🇷 Last week, our biodiversity colleagues, Evelyn Underwood and Gabrielle Aubert, were in Grenoble, France, for the NaturaConnect project. They talked about how to involve stakeholders and create content for the #NaturaConnect Learning Platform, as well as plans for 2025. This project will create a plan for a connected network of protected nature areas in Europe. This network will protect at least 30% of land in the European Union, with one-third of it under strict protection. 🔗 Social equity is the missing link in Europe’s push for a Just Energy Transition Our Head of Climate and Circular Economy Chiara Antonelli recently spoke at the 5th Siena Conference on the future of the EU’s energy project, focusing on integrating energy security, social, climate, and democratic dimensions. Here are our 5 takeaways: ✅𝗝𝘂𝘀𝘁 𝗲𝗻𝗲𝗿𝗴𝘆 𝘁𝗿𝗮𝗻𝘀𝗶𝘁𝗶𝗼𝗻 𝘂𝗿𝗴𝗲𝗻𝘁𝗹𝘆 𝗻𝗲𝗲𝗱𝗲𝗱 The Green Deal has been a cornerstone of the EU's energy transition, but energy price crises have also revealed the need for rapid decarbonization complemented by social equity considerations to avoid excessive burdens on vulnerable people. ✅𝗧𝗮𝗿𝗴𝗲𝘁𝗲𝗱 𝗲𝗻𝗲𝗿𝗴𝘆 𝗽𝗼𝗹𝗶𝗰𝗶𝗲𝘀 Broad tax cuts, such as fuel tax reductions, are not as effective as expected in supporting the Just energy transition, as they disproportionately benefit wealthier groups. ✅𝗗𝗶𝘃𝗲𝗿𝘀𝗲 𝗲𝗻𝗲𝗿𝗴𝘆 𝗰𝗼𝗻𝘀𝘂𝗺𝗽𝘁𝗶𝗼𝗻 𝗽𝗮𝘁𝘁𝗲𝗿𝗻𝘀 Gender, age, and location characteristics play an important role in the impact distribution of energy price shocks, which should be carefully integrated into the future policy landscape. ✅𝗘𝗻𝗲𝗿𝗴𝘆 𝗽𝗼𝘃𝗲𝗿𝘁𝘆 𝗮𝗻𝗱 𝗶𝗻𝗲𝗾𝘂𝗮𝗹𝗶𝘁𝘆 The energy transition in the next mandate must tackle energy poverty directly. Careful consideration must be given to low-income households who are more susceptible to inflation and liquidity constraints. Strong and coherent social policies are crucial to prevent inequality from worsening during the transition. ✅𝗦𝗼𝗰𝗶𝗮𝗹 𝗔𝗰𝗰𝗲𝗽𝘁𝗮𝗯𝗶𝗹𝗶𝘁𝘆 𝗮𝗻𝗱 𝗝𝘂𝘀𝘁 𝘁𝗿𝗮𝗻𝘀𝗶𝘁𝗶𝗼𝗻 to make future policies successful, make citizens' intelligence matter! Early stakeholder engagement and inclusive dialogues are key factors in implementing successful policies advancing the EU's energy transition. The European Commission has proposed to provide 1 billion euros to support countries that suffered most from last year’s massive floods in Austria, France, Greece, Italy, and Slovenia. However, this financial support will cover only a small fraction of the actual costs incurred by these countries. Slovenia, for instance, should receive 428.4 million euros from the EU Solidarity Fund to cover costs caused by floods in 2023. This is a minimal share of the actual damages caused by floods in Slovenia, which amounted to nearly 10 billion euros last year, representing a staggering 16% of its annual GDP. On the other hand, many Members States are getting increasingly worried about the price tag that they may have to pay if they cannot cope with their national pledges to reduce CO2 emissions.
