With many thanks to Enabel for convening us and to the World Bank for hosting, I appreciated the opportunity yesterday to deepen discussions as to how development agencies can strengthen collaboration in Fragile and Conflict Affected Situations (FCAS). With FCAS (or FCV countries) continuing to experience substantial (and in places deepening) challenges, with extreme poverty and acute food insecurity increasingly clustered in such contexts, it's vital we develop better (efficient and effective) ways of working together - within locally, context-led frameworks and partnerships. A key requirement to enabling this is adopting Monitoring, Evaluation, Learning and Reporting tools (especially digital) that enable us to account for costs of activities and attribute these to outputs, whilst being more comfortable in sharing our respective contributions to the broader outcomes we're working towards, and which are so deeply needed (more on this here: https://lnkd.in/eacxuScA). 🌍 Happy to be in Washington this week for the 2024 Annual Meetings of the World Bank Group. In this context, Enabel organised an insightful side-event yesterday, together with Expertise France, Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH and SNV as members of the Practitioners' Network for European Development Cooperation, and The World Bank to discuss the importance of jointly strengthening our collaboration in fragile, low-income contexts. 🤝 Staying engaged and addressing the root causes of fragility is essential, while delivering on our collective ambition to reach the SDGs. 🎯 🗣️ As our CEO Jean Van Wetter mentioned “The cost of inaction is higher than staying engaged. 🌍 In today’s increasingly fragile and complex world, how can #TeamEurope and international cooperation agencies continue making a lasting impact? Yesterday, Jean Van Wetter and Thorsten Schäfer-Gümbel from GIZ hosted a high-level roundtable at the GIZ Representation in Brussels on “Staying Engaged as Team Europe in Fragile Contexts: Challenges, Opportunities, and Way Forward.” 🤝 The event gathered key stakeholders from the European Parliament, European Commission, Member States organisations, development agencies, the Practitioners' Network for European Development Cooperation and civil society. Together, they explored strategies for maintaining effective engagement in fragile environments. 🌐 Here are some key takeaways from the event: 🌍 Long-term engagement is crucial in fragile contexts, with local, national, and regional approaches—fragility knows no borders 🤝 Collective intelligence and strong partnerships deliver needs-based solutions 🔍 Differentiating fragile and conflict-affected states ensures better alignment of EU goals 🇪🇺 #TeamEurope must integrate lessons learned and openly discuss past mistakes to improve responses to fragility Moderated by Iliana Olivié, the event also featured draft recommendations from an European Think Tanks Group ETTG's study on fragility. As the conversation continues, GIZ and Enabel are set to host a follow-up event on December 11, 2024, where the final findings of the study will be unveiled. 📰 Fragility is the new normal: This is why Enabel and GIZ have joint forces to advance #TeamEurope’s engagement on the issue 🤝 📢 Today, Jean Van Wetter, Managing Director of Enabel, and Thorsten Schäfer-Gümbel, chair of the management board of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, convened a high-level roundtable at the GIZ Representation Brussels titled ‘Staying engaged as Team Europe in fragile contexts - Challenges, Opportunities, and Way Forward’. 🎯 #Fragility makes life even harder for millions and the #SDGs seem unachievable! Currently, 25% of the world’s population lives in fragile contexts. By 2030, the OECD - OCDE estimates that nearly 86% of the world’s extreme poor will live in fragile settings. How can #InternationalCooperation agencies and #TeamEurope stay engaged in an increasing complex and fragile world?   💡 Policy must be accompanied by adequate funding for action in fragile contexts. Hadja Lahbib is set to work on a Commission-wide integrated approach to fragility. European development agencies are strong partners in these complex contexts. With their expertise in working on the ground, they address drivers of fragility, ranging from crisis prevention to promoting social and economic justice and supporting resilience in the face of environmental crises. 🗨️ The high-level roundtable brought together fellow senior stakeholders from the European Commission, the European Parliament, Member States, multilateral organisations, NGOs, think tanks, and civil society. It concluded that: 👉 We must continuously engage in fragile context through long-term, integrated solutions. We need local, national and regional responses as fragility does not stop at borders. 👉 There is a need to differentiate between fragile and conflict-affected states to effectively align the EU’s goals and implementation instruments. 👉 We need to better use collective intelligence and strong partnerships to deliver needs-based solutions. 👉 The EU must communicate its interest in fragile contexts to secure mutually beneficial partnerships. 👉 Team Europe actors need to integrate their positive lessons learned and be more open about past mistakes to effectively address fragility. The exchanges were organised in collaboration with European Think Tanks Group ETTG & the Practitioners' Network for European Development Cooperation’.
