About us

The Southern African Development Community (SADC) Secretariat is the principal executive institution of SADC and it is responsible for the strategic planning, coordination, and management of SADC programmes. It is also responsible for the implementation of decisions of SADC policy and institutions such as the Summit, the Troikas and Council of Ministers. It is headed by an Executive Secretary and has its headquarters in Gaborone, Botswana. The Secretariat is guided by the Institutional Vision and Mission. Established in 1992, SADC is committed to Regional Integration and poverty eradication in Southern Africa. It comprises of 16 Member States; Angola, Botswana, Union of Comoros, Democratic Republic of Congo, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Swaziland, United Republic of Tanzania, Zambia and Zimbabwe.

    #𝗦𝗔𝗗𝗖 𝗦𝗘𝗖𝗥𝗘𝗧𝗔𝗥𝗜𝗔𝗧 𝗘𝗡𝗚𝗔𝗚𝗘𝗦 𝗪𝗜𝗧𝗛 𝗠𝗘𝗠𝗕𝗘𝗥 𝗦𝗧𝗔𝗧𝗘𝗦 𝗢𝗡 𝗘𝗡𝗛𝗔𝗡𝗖𝗜𝗡𝗚 𝗧𝗛𝗘 𝗜𝗠𝗣𝗟𝗘𝗠𝗘𝗡𝗧𝗔𝗧𝗜𝗢𝗡 𝗢𝗙 𝗧𝗛𝗘 𝗥𝗜𝗦𝗗𝗣 𝟮𝟬20-𝟮𝟬30 As part of implementing the German Corporation for International Cooperation (GIZ) Project – Enhancing Implementation of the Regional Indicative Strategic Development Plan (RISDP) 2020-2030 and the Extended Institutional Capacity Building (EICB) Project which is a research component, the #SADC Secretariat is currently on a mission to six Member States (Angola, Botswana, Democratic Republic of Congo, United Republic of Tanzania, Zambia and Zimbabwe) from the 31 October 2024 to 15 November 2024, to conduct an internal assessment on the following subjects of relevance to the implementation of the RISDP 2020-2030: ✅ 𝑨𝒔𝒔𝒆𝒔𝒔𝒎𝒆𝒏𝒕 𝒐𝒇 𝒕𝒉𝒆 𝑹𝒆𝒂𝒅𝒊𝒏𝒆𝒔𝒔 𝒐𝒇 𝑴𝒆𝒎𝒃𝒆𝒓 𝑺𝒕𝒂𝒕𝒆𝒔 𝒕𝒐 𝑺𝒖𝒑𝒑𝒐𝒓𝒕 𝑰𝒎𝒑𝒍𝒆𝒎𝒆𝒏𝒕𝒂𝒕𝒊𝒐𝒏 𝒕𝒉𝒆 𝑺𝑨𝑫𝑪 𝑩𝒂𝒍𝒂𝒏𝒄𝒆 𝑺𝒄𝒐𝒓𝒆 𝑪𝒂𝒓𝒅 𝑺𝒚𝒔𝒕𝒆𝒎 The Secretariat developed the #SADC Balanced Scorecard System which aims to transform the overall presentation of strategic reports in a manner that will not only initiate interest in the developments at Member States level, but moreover promote strategic discussions on the aspirations enshrined in the RISDP 2020-2023 strategic goals and objectives. The approach aims to improve the high level and strategic reporting using SADC Balanced Scorecard System to share the key regional achievements in a manner that that is visible and beneficial to the citizens and the wider population for the visibility of SADC. ✅ 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 𝗼𝗳 𝘁𝗵𝗲 𝗥𝗮𝘁𝗶𝗼𝗻𝗮𝗹𝗶𝘀𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗦𝘂𝗺𝗺𝗶𝘁 𝗮𝗻𝗱 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗗𝗲𝗰𝗶𝘀𝗶𝗼𝗻𝘀 𝗳𝗼𝗿 𝗘𝗳𝗳𝗶𝗰𝗶𝗲𝗻𝘁 𝗮𝗻𝗱 𝗘𝗳𝗳𝗲𝗰𝘁𝗶𝘃𝗲 𝗜𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 At its meeting in August 2024, the #SADC Council of Ministers directed the Secretariat to develop a position paper on rationalising the number and quality of decisions to enhance the effectiveness and efficiency of the implementation process. ✅ 𝑬𝒏𝒉𝒂𝒏𝒄𝒆𝒎𝒆𝒏𝒕 𝒐𝒇 𝑨𝒘𝒂𝒓𝒆𝒏𝒆𝒔𝒔 𝒂𝒏𝒅 𝑽𝒊𝒔𝒊𝒃𝒊𝒍𝒊𝒕𝒚 𝒐𝒇 𝑺𝑨𝑫𝑪 𝒊𝒏𝒕𝒆𝒓𝒗𝒆𝒏𝒕𝒊𝒐𝒏𝒔 𝒂𝒕 𝑴𝒆𝒎𝒃𝒆𝒓 𝑺𝒕𝒂𝒕𝒆𝒔 𝒍𝒆𝒗𝒆𝒍 Communication, visibility, and awareness are critical aspects of the successful implementation of RISDP 2020–2030. Enhanced visibility and awareness will trigger and maintain the interest, and participation of the SADC citizenry and Member State officials responsible for driving the regional integration agenda. A Technical Team comprising of Officers from the #SADC Secretariat are engaging with the Member States and meeting the #SADC National Committees (SNCs), Media Coordinators and the National Contact Points (NCP) Office and will produce three Technical Reports which will address both Secretariat requirements and Council Decisions and outline clear recommendations and way forward.     𝗦𝗔𝗗𝗖 𝗢𝗿𝗴𝗮𝗻 𝗖𝗵𝗮𝗶𝗿𝗽𝗲𝗿𝘀𝗼𝗻 𝗱𝗲𝗽𝗹𝗼𝘆𝘀 𝘁𝗵𝗲 𝗦𝗔𝗗𝗖 𝗘𝗹𝗲𝗰𝘁𝗼𝗿𝗮𝗹 𝗢𝗯𝘀𝗲𝗿𝘃𝗮𝘁𝗶𝗼𝗻 𝗠𝗶𝘀𝘀𝗶𝗼𝗻 (𝗦𝗘𝗢𝗠) 𝘁𝗼 𝘁𝗵𝗲 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗔𝘀𝘀𝗲𝗺𝗯𝗹𝘆 𝗘𝗹𝗲𝗰𝘁𝗶𝗼𝗻𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗼𝗳 𝗠𝗮𝘂𝗿𝗶𝘁𝗶𝘂𝘀 𝘀𝗰𝗵𝗲𝗱𝘂𝗹𝗲𝗱 𝗳𝗼𝗿 𝟭𝟬𝘁𝗵 𝗡𝗼𝘃𝗲𝗺𝗯𝗲𝗿 𝟮𝟬𝟮𝟰 Following Article 3 of the revised SADC Principles and Guidelines Governing Democratic Elections (2021), SADC shall observe all General Elections held in its Member States. As per the standard practice of observing General Elections in the SADC Member States, the Government of the Republic of Mauritius invited the SADC Electoral Observation Mission (SEOM) to observe the country’s upcoming National Assembly Elections scheduled for the 10th of November 2024. The Chairperson of the SADC Organ on Politics, Defence and Security Cooperation, Her Excellency Dr. Samia Suluhu Hassan, President of the United Republic of Tanzania, has deployed the SEOM to the National Assembly Elections in Mauritius and appointed Honourable Mohammed Othman Chande, Former Chief Justice of the United Republic of Tanzania, as the Head of Mission. The SADC Organ Chairperson has also mandated the SADC Secretariat led by His Excellency Mr. Elias Mpedi Magosi, SADC Executive Secretary, to coordinate the SEOM, including facilitating in-country deployment of election observers. The SADC Secretariat personnel arrived in Port Louis on 28th October to commence work. The SEOM will be deployed to all the ten administrative districts of the country, of which nine (9) are located on the mainland of Mauritius, and the tenth district is the Island of Rodriques. The SEOM will observe the country’s pre-election phase, polling day, and post-election processes to assess the conduct of the elections per the principles and guidelines that promote regular, free, fair, transparent, credible, and peaceful democratic elections. Among the key activities, the SEOM will consult with a broad range of electoral stakeholders to gain a deeper understanding of, among other things, the political and security environment relative to the electoral process. SADC has deployed its Electoral Observation Mission (SEOM) to the Republic of Botswana to observe the country’s pre-election phase, polling day and the post-election processes, to determine the country’s adherence to the revised SADC Principles and Guidelines Governing Democratic Elections (2021). These Principles and Guidelines promote regular, free and fair, transparent, credible and peaceful democratic elections as key markers of democracy and good governance and to institutionalise legitimate authority of representative governments in the Southern African region. As the Chairperson of the Organ on Politics, Defence and Security Cooperation, I am pleased to announce that SADC has successfully deployed its Observation Mission (SEOM) countrywide for the period between 14th October and 6th November 2024, in accordance with the stipulated Principles and Guidelines. Article 8.3 of the respective Principles and Guidelines mandates SEOM to determine adherence of the Member State holding elections to its relevant provisions. In that regard, I urge all eligible voters in the Republic of Botswana to exercise their constitutional rights by turning out to vote peacefully on election day. I also call upon all political actors and their supporters to act responsibly and peacefully during and after the election day. On behalf of all SADC Member States and indeed my own behalf, I solemly wish the people of Botswana successful and peaceful elections. In pursuit of its objective to advance democratic elections in the SADC region, the SEOM solicited perspectives from diverse stakeholders in order to assess the Republic of Botswana's readiness to conduct its General Elections on 30th October 2024. By actively involving a wide range of stakeholders, the SEOM also sought to acquire pertinent insights regarding operational aspects relating to electoral cycle, as well as the prevailing political and security dynamics.     SADC and the United States Meet to Strengthen Cooperation. The Southern African Development Community (SADC) Secretariat and the United States Agency on International Development (USAID) convened the inaugural Steering Committee of the SADC-USA Regional Development Agreement (RDOAG). The RDOAG was signed in August 2023, with an estimated global budget USD 224 million to support development priorities related to economic growth, environment and energy, youth democracy and governance, and health. 𝗘𝗺𝗺𝗲𝗿𝘀𝗼𝗻 𝗗𝗮𝗺𝗯𝘂𝗱𝘇𝗼 𝗠𝗻𝗮𝗻𝗴𝗮𝗴𝘄𝗮, 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁 𝗼𝗳 𝘁𝗵𝗲 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗼𝗳 𝗭𝗶𝗺𝗯𝗮𝗯𝘄𝗲 𝗮𝗻𝗱 𝗖𝗵𝗮𝗶𝗿𝗽𝗲𝗿𝘀𝗼𝗻 𝗼𝗳 𝗦𝗔𝗗𝗖, 𝗰𝗮𝗹𝗹𝗶𝗻𝗴 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗿𝗲𝗺𝗼𝘃𝗮𝗹 𝗼𝗳 𝗦𝗮𝗻𝗰𝘁𝗶𝗼𝗻𝘀 𝗼𝗻 𝘁𝗵𝗲 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗼𝗳 𝗭𝗶𝗺𝗯𝗮𝗯𝘄𝗲, 𝟮𝟱 𝗢𝗰𝘁𝗼𝗯𝗲𝗿, 𝟮𝟬𝟮𝟰 Today marks a historic occasion, as I make the Southern African Development Community (SADC) Anti-Sanctions address in my capacity as the Chairperson of SADC and the President of the Republic of Zimbabwe. It is noteworthy that our region has made tremendous progress since 2019 when the 39th SADC Summit of Heads of State and Government designated the 25th of October as the SADC Anti Sanctions Day. SADC Member States have always stood in solidarity with Zimbabwe. The Summit decision added impetus to our collective resolve to fight against these illegal measures, which violate the basic human rights of ordinary Zimbabweans. I wish to echo the unrelenting voices and pleas by the outgoing SADC Chairperson His Excellency, João Lourenço, President of the Republic of Angola and other past Chairpersons and, indeed, our brothers and sisters in the Region in condemning and calling for the immediate and unconditional lifting of the sanctions. It is the ordinary people, particularly the vulnerable, who bear the brunt of these heinous and inhumane measures, which also stifle economic and social progress in Zimbabwe. In solidarity, the SADC community, today, joins Zimbabwe in calling for the immediate and unconditional removal of these unwarranted and cruel sanctions, which violate the basic tenets of international law and the Charter of the United Nations. May this message transcend our borders and reach the ears and rattle the conscience of those perpetuating these cruel sanctions. They must realise the extent of harm their reprehensible actions inflict on the generality of the people of Zimbabwe, on the SADC region, and Africa, at large. I implore all progressive countries to continue rendering their principled support, to enable Zimbabwe and the SADC region to meaningfully contribute to the socio-economic development of the region and the world.     𝗦𝗔𝗗𝗖 𝗘𝗹𝗲𝗰𝘁𝗼𝗿𝗮𝗹 𝗢𝗯𝘀𝗲𝗿𝘃𝗮𝘁𝗶𝗼𝗻 𝗠𝗶𝘀𝘀𝗶𝗼𝗻 𝗶𝘀 𝗲𝗻𝗴𝗮𝗴𝗶𝗻𝗴 𝘄𝗶𝘁𝗵 𝗸𝗲𝘆 𝗲𝗹𝗲𝗰𝘁𝗼𝗿𝗮𝗹 𝘀𝘁𝗮𝗸𝗲𝗵𝗼𝗹𝗱𝗲𝗿𝘀 𝘁𝗼 𝗮𝘀𝘀𝗲𝘀𝘀 𝗕𝗼𝘁𝘀𝘄𝗮𝗻𝗮’𝘀 𝗽𝗿𝗲𝗽𝗮𝗿𝗲𝗱𝗻𝗲𝘀𝘀 𝗳𝗼𝗿 𝘁𝗵𝗲 𝘂𝗽𝗰𝗼𝗺𝗶𝗻𝗴 𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗘𝗹𝗲𝗰𝘁𝗶𝗼𝗻𝘀 23 October 2024, Gaborone, Botswana: His Excellency Mizengo Kayanza Peter Pinda, former Prime Minister of the United Republic of Tanzania and Head of Mission (HoM) for the SADC Electoral Observation Mission (SEOM) for Botswana's General Elections, is currently conducting consultative engagements to assess the country's readiness and compliance with the electoral process. The consultative engagements are part of a broader programme to interact with various key electoral stakeholders in the lead-up to the elections. Accompanying the Head of Mission to these engagements was His Excellency Mr. Elias Magosi, the Executive Secretary of SADC, along with members of the Troika of the SADC Organ on Politics, Defence and Security Cooperation (from the Republics of Zambia and Malawi and the United Republic of Tanzania), the SADC Elections Advisory Council (SEAC) and other senior officials. These stakeholder engagements are conducted in line with the SADC standard practice of observing elections in Member States. The SEOM, in its consultations with electoral stakeholders, is seeking to inquire into the broad key elements of the electoral cycle to observe whether the electoral process is being conducted in conformity with the “Principles for Conducting Democratic Elections”, which are stipulated in section four (4) of these SADC Principles and Guidelines Governing Democratic Elections. Some of the organisations that have already engaged with the SEOM team include the Independent Electoral Commission (IEC) of Botswana, SADC Ambassadors and High Commissioners Accredited to Botswana, Botswana Police Service, Botswana Republican Party (BRP) and the Southern African Council of Non-Governmental Organisations. The outcomes of these consultative engagements taking place from the 21st – 31st October 2024, will contribute to the SEOM Preliminary Statement set for release on 2nd November 2024. The Republic of Botswana is scheduled to hold elections on 30th October 2024.
