The IMFTF is dedicated to fostering a global network of investigators who actively share crucial information, intelligence, and best practices. 🌐 A committed member of the IMFTF, the United Lotteries for Integrity in Sports (ULIS), participated in this meeting. 🎉Celebrating a decade of progress in the fight against competition manipulation, the Council of Europe's Macolin Convention marks its 10th anniversary with a series of events in Porto, Portugal. 🔹Among these, the 9th meeting of the Committee took place on October 7th, featuring active participation from ULIS, the only betting monitoring organization with observer status on the Follow-up Committee of the Macolin Convention. Building on the lessons learned over the past decade, the Committee addressed key topics such as information exchange, data protection, reasonable betting, and illegal betting. The meeting was attended by ULIS President Gilles Maillet and ULIS General Secretary Luca Esposito. ⚽The 10th Anniversary of the Macolin Convention was also highlighted during a special event at the 18th Council of Europe Conference of Ministers Responsible for Sport. Opening statements from Bjorn Berge, Deputy Secretary General of the Council of Europe; Pedro Dias, Portuguese Secretary of State; and Pâquerette Girard Zapelli, Chief of Ethics and Compliance Officer at the International Olympic Committee, underscored the significant impact of the Convention in implementing concrete measures and policies to combat competition manipulation. ✨ULIS and the lotteries, staunch supporters of the Macolin Convention since its inception, shared their achievements and challenges over the past decade. Jean-Luc Moner-Banet, General Director of Loterie Romande, discussed the role of the convention as a benchmark for regulating the Swiss market. Luca Esposito Poleo, ULIS General Secretary, emphasized the importance and development of the monitoring system for detecting suspicious matches. The lotteries, through the World Lottery Association (WLA), are also collaborating with the Council of Europe on the ACT Project, which, among other research initiatives, provides training and technical assistance to National Platforms across Europe. 👉The Macolin Convention is the only legally binding international instrument dedicated to tackling competition manipulation. It establishes common definitions, concepts, and promotes international collaboration, covering all aspects of the issue from prevention and detection to sanctioning. To date, the Convention has been signed by 41 countries and ratified by 11. Our efforts to educate and empower youth and women’s football players, coaches, and communities to stand against match-fixing and promote fair play will be shifting gears soon as we transition from the preparation phase of the Integriball 2.0 project to the implementation phase. The final touches are being put on the Situational Report, which will feature analysis of surveys and fact-finding missions in Estonia, Georgia, and Romania. ULIS will then develop the curriculum on sports betting and integrity for local training sessions in these countries. In our first Peer-to-Peer webinar, participants from 17 countries and 21 law enforcement and judiciary bodies across 2 continents actively engaged in discussions. 🙌 We covered three critical and compelling topics: 1. Sport manipulation investigations related to the Asian betting market 2. How to use intelligence and evidence in sports manipulation investigations 3. Esports and law enforcement – crimes committed within esports 🔅 The discussions were highly interactive, with participants providing fresh perspectives on ongoing challenges, including the Asian betting system, potential solutions for whistleblower protection, the proper use of evidence in sports manipulation cases, and the exploitation of in-game currencies in esports to commit financial crimes. 🗼Successful monitoring of the Olympic events at Paris 2024. 🔹ULIS played a critical role in supporting the Olympic Movement Unit on the Prevention of the Manipulation of Competitions (OM Unit PMC) to ensure the integrity of sports competitions at Paris 2024. The monitoring was conducted in collaboration with ULIS lottery members through the activation of the ULIS Monitoring & Intelligence Group (UMIG). 🔹Throughout the Games, ULIS employed its newly launched proprietary integrity platform, introduced in July 2024.
