How can data be collected to improve the understanding of reverberating effects on civilians from the use of explosive weapons in populated areas (EWIPA)? To find out, UNIDIR and the Explosive Weapons Monitor brought together experts from humanitarian, development and peace & security fields to discuss effective measures and practices for enhancing data collection and sharing on these effects. Such efforts are essential for supporting operational responses and informing policies and practices to prevent, mitigate and respond to civilian harm. This new report, by Bárbara Morais and Katherine Young, compiles insights shared during the workshop, highlighting good practices and key examples of data collection tools and initiatives. It also provides recommendations to help translate these insights into policies that can support the implementation of the EWIPA Political Declaration. 📚 Learn more at: unidir.org/EWIPA

Welcome to UNIDIR Tatsujiro Suzuki! 🤝🇺🇳 Dr. Suzuki, a Professor based at Nagasaki University’s Research Center for Nuclear Weapons Abolition (RECNA), brings significant experience and expertise in nuclear non-proliferation and energy policy. He previously served as a Vice Chairman of the Japan Atomic Energy Agency Commission, which reports to the Cabinet Office, and has been a member of the Advisory Board to the Parliamentary Special Committee on Nuclear Energy since June 2017. He is also a Council Member of Pugwash Conferences on Science and World Affairs, co-chair of the International Panel on Fissile Materials (IPFM) and a member of the International Advisory Board of the Asia-Pacific Leadership Network for Nuclear Non-Proliferation and Disarmament (APLN). Dr. Suzuki has a PhD in nuclear engineering from Tokyo University (1988), and his current research focuses on nuclear non-proliferation and civilian nuclear energy, as well as reducing nuclear risks in Northeast Asia. “Weapons cast a long shadow in conflict-affected societies, affecting also the potential for development gains. They obstruct access to education, enable control over illicit economies and often aid in committing conflict-related sexual violence” – Robin Geiß, UNIDIR Director at the #HSC2024. The issue of how to achieve the #SDGs in conflict-affected communities was at the heart of UNIDIR’s recent panel with Federal Ministry for Economic Cooperation and Development (BMZ) at the Hamburg Sustainability Conference. The discussion ranged from community-led arms control to the devastating effects of insecurity on children’s lives, from national insights and regional solutions to the promise of integrating people-centred, human-security approaches, with contributions from Armenia’s President Vahagn Khachaturyan, Cameroon’s Minister of External Relations H.E. Lejeune Mbella Mbella, UNICEF Executive Director Catherine Russell and UNDP Administrator Achim Steiner. With States having recommitted to the SDGs and to disarmament and arms control through the recently agreed #PactForTheFuture, now is the time to remind States of the clear and crucial links between #disarmament, #security and #development. Meet our Fellow noelle van der waag-cowling! 🤝🇺🇳 Noëlle brings extensive experience in cyber security, tech policy and digital capacity building across Africa. She is currently a Research Fellow at Stellenbosch University’s School for Data and Computational Sciences, where she focuses on integrating security across operational technology and information technology domains for the Mandela Mining Precinct. Passionate about digital capacity building in Africa and strengthening human security on the Continent, Noëlle’s work has a strong focus on emerging tech threats and national strategic response architectures. Noëlle also serves as the cyber lead at the Security Institute for Governance and Leadership in Africa and co-leads the GLOBSEC Project, which promotes North-South cooperation on global security challenges. She has served as an expert at the Tana Forum on Security in Africa and is a member of the International Committee of the Red Cross - ICRC’s Group of Global Experts on cyberwarfare and the protection of civilians. In addition, Noëlle is the South African head of the SA-Netherlands Cyber Security School and was an affiliate member of the University of Canberra’s National Security Hub from 2020 to 2024. The EWIPA Political Declaration, endorsed by nearly 90 States, provides a crucial framework for action and collaboration in preventing and mitigating these harms and strengthening the protection of civilians in armed conflict.
