📖 IDOS Annual Report 2023-2025 Against the backdrop of global geopolitical tensions, in this report we look at current structural challenges in international cooperation. The contributions deal with new opportunities for future development financing, ways to increase policy coherence for sustainable development, or China's status as a developing country. Bangladesh’s recent shift towards deeper engagement with China carries significant geopolitical and economic implications. Plurilateral agreements among groups of like-minded members in the #WTO have traditionally not had the best reputation, especially among low and middle income countries. However, the example of the #InvestmentFacilitationforDevelopment (IFD) Agreement, which has been negotiated by more than two-thirds of WTO members, demonstrates that development-friendly plurilaterals are possible. Together with Mina Mashayekhi and Maarten Smeets, I have written a Columbia FDI Perspective. We argue that the IFD Agreement offers an opportunity to increase #FDI flows into low and middle-income countries by improving national framework conditions. At the same time, the agreement provides low and middle-income countries with significant flexibilities and support measures for its implementation. Nevertheless, a few influential WTO members continue to block the agreement. Three days of intensive discussions at the #RaisinaDialogue are behind me. After the traumatising experience of the Munich Security Conference, I was curious to see how India views the transition from the old to a new world order — one that is still unclear and open to shaping. Here are some key takeaways: 🔹 Responses to U.S. political isolationism and economic nationalism range from a cautious wait and see, to a defiant "We've been telling you (Europeans) this for years!" There’s even some optimism about potential benefits from the global disruptions. However, "America First" is not seen in Asia as “America Alone” — a perspective that differs starkly from the European perception. 🔹 The U.S. withdrawal from global development funding was critically discussed. The fact that the Gates Foundation is now the largest donor to the WHO is not viewed as a philanthropic victory but as a strategic failure of state leadership. 🔹 The potential for deeper EU-India collaboration seems stronger than ever. The long-awaited free trade agreement between the EU and India aims for completion by the end of the year, following the historic visit of all 27 EU commissioners to India. The India-Middle East-Europe Economic Corridor is also back on the agenda. However, Europe needs to match its promises with action — otherwise, India may quickly seek other partners in this transactional and multi-coalition world. 🔹 Can India support a cooperative, rules-based multilateral order that Europe relies on? Aside from vague calls for a “fairer” multilateral system and the largely unrealistic hope for a UN Security Council seat, there wasn't much clarity. Regarding the WTO, India's leadership has limited interest in supporting the multilateral trade system and it seems that Delhi even welcomes the turmoil caused by the U.S.. 🔹 What about Europe? As former Swedish PM Carl Bildt put it, "Europe is between tanks to the east and tariffs to the west." Discussions on finding a lasting peace in Ukraine were intense, but there was a clear gap in perspectives on how this could be achieved. In its tenth year, the #RaisinaDialogue is a vibrant forum for politicians, business leaders, and experts to reflect on a world in transition. From 7:30 a.m. to 11:00 p.m., one can engage in closed-door discussions, open-stage debates, and bilateral talks to develop strategies for a more cooperative future. 📖 The United Nations financing for development process, including the Fourth International Conference on Financing for Development (#FfD4) in Seville in 2025, is an important building block to foster global cooperation amid the current geopolitical tensions and multiple crises. These have led to increased development financing needs on the one hand and increased spending on the other, with the OECD - OCDE estimating that the financing gap for the funding required for developing countries to achieve the Sustainable Development Goals is $3.9 trillion per year. ➡️ Against this backdrop, a coordinated international effort is essential to increase the scale and effectiveness of development financing and promote sustainable development globally, particularly in line with the 2030 Agenda. The overarching goal of the FfD process, including FfD4, is to mobilise adequate financial resources for the sustainable development of countries in the Global South, and to design appropriate architectures for development and sustainable finance. 💡 This Discussion Paper edited by Stephan Klingebiel, Jorge A. 💡 Index-based livestock insurance programmes help vulnerable communities cope with economic and climatic shocks - but how do they affect household labor decisions?
