ISDC – International Security and Development Center is a non-profit academic institute based in Berlin, Germany. We conduct research to improve lives and livelihoods shaped by violent conflict, fragility and humanitarian emergencies. OUR APPROACH We collect and analyse data, derive evidence-based policy advice and build capacity. We draw on theory, data, and statistics to inform policies that are evidence-based, ethical, equitable and effective. We focus our analysis at the micro level, studying how individuals, households, groups and firms react to and cope with extreme adversity – and how policies can best support people and institutions under such conditions. We combine quantitative and qualitative methods and work with international partners from multiple disciplines and sectors. OUR PARTNERSHIPS While based in Berlin, the global relevance of our work leads us to engage in research and advisory projects around the world. The quality of our research and impact is critically shaped by engaging with strong partners in the countries where we work, including national and local governments, non-governmental organizations and civil society organisations, and international organizations. We enjoy collaborating with researchers from around the world, exchanging ideas and experiences. It is through our partners that we are able to study human behavior and policy impacts in challenging contexts defined by low levels of stability, development and statistical capacity. Bringing together expertise from academic, policy and practice, we support policy-makers, practitioners and other stakeholders to develop, test and implement evidence-based policies and programs for stability and development.

Extreme weather events pose one of the biggest threats to global food security. In the Asia Pacific region, World Food Programme's Office of Evaluation (OEV) and WFP's Regional Bureau in Bangkok work hand-in-hand with several partners to deliver rigorous evidence on climate change and anticipatory action, shedding light on unanswered questions, and steering improvements to climate interventions and programmes. Fragile Lives 2024's second keynote will be delivered by Ibrahim Elbadawi, Managing Director of the Economic Research Forum. From 2019 to 2020, he also served as the Minister of Finance and Economic Planning for the Republic of Sudan. His keynote is titled "Lives and Livelihood in the Aftermath of the Arab Spring: Is MENA Different?" In it, he will examine the evidence on the impact on lives and livelihood of the political violence perpetreted by authoritarian regimes, arguing that the fragility, economic costs, and near-collapse of states in the region have limited the effectiveness of local humanitarian support and coping mechanisms. He will highlight the need for a more integrated research design that spans both community-level and country-wide political and economic factors. Ibrahim will also address key questions surrounding the role of resource dependency, social polarization, and how these factors influenced regime responses to uprisings. His insights will contribute to discussions on designing humanitarian assistance and post-conflict reconstruction efforts. We are looking forward to hearing from Ibrahim on 2 October! Yesterday, we introduced some of our key speakers. Today, we want to dive into one of their contributions. Agnes Quisumbing is a Senior Research Fellow in the Poverty, Gender, and Inclusion Unit at International Food Policy Research Institute (IFPRI). She co-leads a research program that examines how closing the gap between men’s and women’s ownership and control of assets may lead to better development outcomes. Her keynote is titled ‘Gender, Assets, Empowerment, and Resilience: Evidence and insights for programs.’ In it, she will trace the relationships between gendered control and ownership of assets, empowerment, and resilience, drawing on longitudinal studies in Bangladesh and Uganda. She will explore whether a gender- and nutrition-sensitive agricultural program can enhance empowerment and build resilience using data from a follow-up to an impact evaluation of a gender- and nutrition-sensitive agricultural program in Bangladesh. Using the insights from these studies and qualitative work conducted in flood-prone areas of Nepal and Nigeria, she will explore how using the “Reach, Benefit, Empower, and Transform” framework can guide anticipatory action programming and other efforts to build resilience. 🌍 I’m excited to present at the #FragileLives2024 event, organized by ISDC - International Security and Development Center, in the session on Fragility, Conflict, and Migration, hosted by CGIAR's #FCM initiative. This session will explore the complex interactions between fragility, conflict, and migration, and how these dynamics shape livelihoods and food security in vulnerable regions. I’ll be sharing resilience-building strategies based on our work with James Thurlow, Mosab Ahmed, Josée Randriamamonjy, and Mariam Raouf, discussing how we can support communities affected by these interlinked challenges. Another highlight from the Fragile Lives 2024 program - Building Resilience in Syria: The Role of Evidence in Development Programming In this session, Tilman Brück, Ghassan Baliki, Annette Chammas and Peter McDermott will provide an overview of how to generate rigorous evidence on development and livelihood programming in difficult places like Syria.
