  • 🚨 Threat Focus: Migrant Smuggling - French authorities in the north of the country recently announced the implementation of new measures aimed at limiting the number of incidents involving migrants attempting to cross the English Channel using trucks, thus highlighting the fact that irregular migration continues to be a threat to logistics operations. - Following the discovery of 58 migrants (including 29 onboard a truck) on 26-27 August, the Saine-Maritime Prefecture announced an increased police presence near Dieppe, as data indicate that individual migrants and smuggling networks alike increasingly shift away from Calais toward this region. This phenomenon may be exacerbated in the near future by the upcoming implementation of fences near the Transmarck and La Turquerie industrial estates in Calais announced by the Pas-de-Calais Prefecture a few days later, after 2,646 migrants were reportedly found attempting crossings onboard trucks so far in 2024. As we have mentioned in the past this type of incident is known to often lead to tragic outcomes, and mitigating this threat requires operators to remain aware of the trends and patterns used by migrants attempting crossings, which LandRisk Logistics helps with. • BRIEFING: 🚨 The Nexus Between Organised Criminality and Supply Chain Logistics in Europe 🚨 While cargo theft has long been a concern for logistics operators, the threat posed by organised crime group (OCGs) to logistics operations is multifaceted. Beyond stealing goods, these groups are increasingly exploiting legitimate logistics networks for activities like human smuggling and drug trafficking. Key logistics hubs such as Rotterdam and Antwerp have become hotspots, where OCGs blend into legal industrial operations. This not only fuels theft but also increases violence and puts legitimate businesses at risk as criminals use the infrastructure for illegal purposes. • 🚨 Incidents: Theft from Vehicle 🚨 The past week once again saw a myriad of incidents taking place at non-secure parking, including: - The theft of 640 litres of fuel from a truck parked in a motorway rest area along the German motorway system; - The theft of 500 litres of fuel from a truck parked overnight on the side of a road in Germany. The perpetrators also attempted to reach the truck’s cargo but failed; - The attempted theft of a large quantity of audio equipment from a truck parked in a motorway rest area near the French-Belgium border. This incident once again reminds us of the importance of parking in secure parking areas such as those certified to the TAPA PSR or EU SSTPA standards whenever possible to reduce the threat of cargo theft. • 🚨 Incident: Theft from Container Earlier this month, unknown offenders stole acetic anhydride from a tank container in the Netherlands. This incident is particularly interesting as it highlights the involvement of highly sophisticated and organised criminals in cargo crime: - The perpetrators used a truck to store and transport the substance—a resource only available to motivated criminals. - Reports from the Dutch police working on the case indicate that acetic anhydride is a substance often used in the production of narcotics, which may explain the motivation of the offenders to target this container. Once again, a critical point of this incident is the fact that industrial estates continue to be a major target of criminals. Operators are continuously recommended to review their security procedures, taking into consideration the capabilities, resources, and expertise demonstrated by organised criminal groups. • ⚠️ Violent Incidents: Robberies ⚠️ These past weeks, we’ve seen several notable violent incidents targeting road transport throughout Europe, including: - An attempted armed robbery of a cigarette transport in Italy: two offenders blocked a road to force a delivery driver to stop and threatened him with a pistol. The driver luckily managed to evade the roadblock and drove off. - A parcel delivery driver was killed when trying to prevent the robbery of his van in Leeds, UK, as he was carrying out a delivery. These incidents once again highlight the significant level of capabilities and motivations of criminals targeting the supply chain throughout Europe. Our LandRisk analysts constantly monitor and analyse this threat. • ⚠️Truck and Trailer Theft Incidents Highlight Security Concerns ⚠️ This past week, we’ve seen two notable thefts involving trucks and trailers in Spain and Germany. Here’s a brief overview: - Leopoldshöhe, Germany: A Volvo truck with a Krone refrigerated trailer was stolen from an industrial area over the weekend. The truck was discovered missing on Monday morning. - Torrejón de Ardoz, Spain: A truck and trailer were stolen from a shopping mall, possibly during unloading. These incidents highlight a few critical points for logistics operators: - High-Risk Areas: Industrial estates, often deserted at night, are prime targets for criminals. Trucks parked in unsecure locations are at high risk of theft, regardless of whether they’re loaded or unloaded. This trend is likely to continue, making these areas increasingly vulnerable to theft. - Vulnerabilities in Busy Areas: Even in busy locations like shopping malls, if there's a security lapse, criminals will seize the opportunity. - Security Measures: To mitigate risks, it’s advisable to stop before reaching your final delivery point and choose secure parking for the night. Ensuring safety should take precedence over being close to your destination. • 🚨 Hats off to the Spanish police for arresting a cargo theft gang on the A-3 highway! In a victory against organised crime, Spanish police have successfully arrested nine suspects from a cargo theft gang targeting trucks parked at rest areas on the A-3 highway in Cuenca, Spain. This gang operated with a clear structure, scouting for targets and using a truck to steal and resell goods. Thanks to diligent police work and extensive use of camera footage, the gang was brought down and a shipment of stolen clothing was recovered. This case highlights the importance of secure parking and risk assessment in logistics. While TAPA TSR standards are crucial, not every fleet can afford full compliance. That's where prioritising risk treatment through thorough assessments becomes essential. Need help planning and securing your logistics routes? • 🚨 Incident: Theft from Vehicle, Germany Yet another significant theft was recently reported in Germany on the LandRisk Logistics System. This time, unknown perpetrators stole 12 tonnes of metal from a vehicle parked in a motorway rest area along the A2 motorway. The theft of such an important quantity of goods could have only been achieved by knowledgeable and resourceful offenders with access to specific equipment—in this case, police believe they used a forklift or a wheel loader to move the metal. This incident once again reminds us of the importance of parking in secure parking areas such as those certified to the TAPA PSR or EU SSTPA standards whenever possible to reduce the threat of cargo theft.
