Selvää on, että ilmastotyössä kaivataan entistä vankempaa yhteistyötä eri toimijoiden välillä ja konkreettisia, alueellisesti räätälöityjä tavoitteita ja toimenpiteitä ylätason ohjelmia ja tiekarttoja täydentämään.
