EBA CLEARING is a provider of pan-European payment infrastructure solutions. Founded in 1998, the company is owned by 48 of the major banks operating in Europe and is based on a country-neutral governance model. The payment systems of EBA CLEARING are pan-European by design and desire: they are developed in close co-operation with the company’s multinational user community and best-of-breed technology partners. EBA CLEARING manages and operates the payment services EURO1, STEP1, STEP2 and RT1. Both EURO1 and STEP2 have been classified as systemically important payment systems (SIPS) by the European Central Bank. RT1, the first pan-European real-time payment system, went live in 2017 and processes euro instant payments complying with the European Payments Council’s SEPA Instant Credit Transfer Scheme. In 2021, EBA CLEARING launched R2P, a request to pay messaging infrastructure service.

    Instant payments should be seamless. But convenience comes with a heightened risk, particularly if no point of sale is involved: once the transfer is sent, it is gone for good. To protect their customers from fraud, PSPs want to create good friction – pauses at the right moment and for a real reason of concern. The fraud fighting tools of FPAD can help PSPs substantiate doubts and prevent fraud on the one hand, and minimise friction caused by poor match rates for legitimate payments on the other hand.     Here are some of the key messages our CEO Hays Littlejohn shared today during the #sibos session "Stopping faster payments from becoming easier fraud": 🚨 Payment speed attracts fraud. 🚨 Fraud is growing fast. 🚨 With the EU's #instantpayments regulation coming into effect next year, fraud fighting is becoming more urgent. 📣 PSPs are well-positioned to fight fraud and so are market infrastructures. 📣 It is important that we all speak the same language, since this will allow us to add more granularity, which will help to fight fraud. 📣 We can look at anomalies and detect patterns at network level, which we can make available to PSPs before the transaction settles.     EBA CLEARING welcomes 50th active user of its FPAD fraud-fighting functionality! Since its launch in March 2024, the pan-European FPAD functionality has offered our RT1 and STEP2 users a wide range of real-time fraud fighting tools based on its network view. The speedy uptake confirms that our users are embracing the value FPAD brings to their fraud risk assessments and that they can easily integrate the functionality with their existing tools.     Looking for a Verification of Payee solution? That reaches PSPs all across SEPA? And is easy to connect to? You can leverage Fraud Pattern and Anomaly Detection (#FPAD) functionality for Verification of Payee, as the majority of our users already plan to do.  FPAD is already an integral part of RT1 and STEP2, and provides PSPs across SEPA with a wide range of real-time fraud prevention and detection tools.
