Established in 2015 in Paris under the auspices of UNECE, the International PPP Centre of Excellence for "Policies, Laws, and Institutions" is a leading contributor to UNECE's work in setting  “Gold standards” easy to adapt to all sectors and countries for infrastructure  Concessions and other PPPs. The Centre has been operating within a detailed MoU framework, organizing expert teams globally to aggregate evidence on issues common to most countries and projects, analyze, and produce documents, including white papers, template contracts and model laws for UNECE member states' approval. The main focus has been to promote effective frameworks and related practical documents and standards for developing pipelines of Concessions/PPP  contributing to bridging the infrastructure service gap and aligning with SDGs. This unique task is now substantially completed since the UNECE member states have endorsed a new and inclusive Concession/PPP Package comprising several interrelated documents culminating with a Concession/PPP framework law and related evaluation methodology standard (PIERS). In close cooperation with UNECE and WAPPP, the Centre’s main program is to synthesize and disseminate the practical prescriptions and recommendations contained in UNCITRAL publications and the “UNECE package” which are critical to effectively develop pipelines of Concessions and other PPP aligned with the SDGs. A specialized Documentation and Research Center has been created and put at the disposal of the Centre for its programs. Altogether, the Centre’s focus is to foster excellence in PPP implementation, marrying global standards with immediate on-ground impact. This initiative is led by Marc Frilet, General Secretary, of the International PPP Centre of Excellence for "Policies, Laws, and Institutions".
