UNECE's work on Public-Private Partnerships for the Sustainable Development Goals (PPPs for the SDGs)

To implement the 2030 Agenda and to mobilise private funds for infrastructure development aligned with the SDGs, UNECE developed a new approach to PPPs, “PPPs for the SDGs” that not only brings value for money but also value for people and value for the planet. “PPPs for the SDGs” is a type of Public-Private Partnerships (PPPs) designed to implement the SDGs and thereby to be “fit for purpose”. It is an enhanced approach for PPPs that overcomes some of the weaknesses in the way the traditional PPP model has been implemented and is oriented towards meeting the needs of the people. The UNECE PPPs for the SDGs can help Governments improving the design, development, and implementation of infrastructure projects that contribute to the circular economy and the SDGs by, inter alia, reducing the intensity of material use, recycling used and waste material, using renewable material, and producing or using renewable energy.

🎉 Happy New Year 2025! The UNECE PPP Team sends its warmest wishes for a year filled with impactful collaborations and shared successes! Your unwavering support has been instrumental in driving progress toward the 2030 Agenda for Sustainable Development and reinforcing our shared commitment to advancing PPPs for the SDGs. 🌟 Reflecting on 2024, we celebrate some remarkable achievements made possible through our collective efforts: 🔹 The PIERS digital platform: Since its launch, 118 projects across 44 countries and 18 sectors were assessed, with a total value of $45 billion. 🔹 Capacity building through PIERS: 10 activities—3 national, 2 regional, and 5 international—brought together over 1,000 participants from 90 countries, primarily public officials. 🔹 Four policy guides were endorsed by our member States to support the SDGs, focusing on the digital transformation of PPPs, digital infrastructure, PPP procurement, and infrastructure finance midway to 2030. 🔹 Circular economy in PPPs: We conducted an exercise with 35 member States to explore the implementation of ECE guidelines endorsed in 2022, assessing progress in circular economy areas such as discouraging landfilling, promoting circular procurement, and adopting a lifecycle approach to PPPs. 🔹 The Eighth Session of the Working Party on PPPs in Geneva drew over 250 participants in November delivering concrete results. 🔹 The 8th UNECE International PPP Forum in Istanbul in May co-organized with the Government of Türkiye, engaged over 600 participants from 93 countries to advance PPPs in support of the SDGs. 🔹 We continue working on guides and standards focusing on gender equality and women’s empowerment, stakeholder engagement, small-scale PPPs, off-grid renewable energy, and climate resilience in PPP projects. 🔹 Two new workstreams will be launched in 2025 on AI in PPPs and on fiscal sustainability and tariff affordability to support the SDGs. 🔹The next big event is the 9th UNECE International PPP Forum in Belgrade, Serbia, on 14-16 May 2025. 🌍 UNECE member States achieve significant progress in their Public-Private Partnerships programmes In Geneva, government representatives from 10 UNECE member States across Eastern Europe, the Western Balkans, the Caucasus, and Central Asia came together to advance PPPs for the SDGs as a cornerstone of #INFF. The workshop highlighted transformative progress, showcasing how the use of PPPs has allowed huge investments into infrastructure projects across the region. Spanning sectors such as renewable energy, transport, healthcare, education, manufacturing, and culture, these PPP projects are driving sustainable growth by striving to embed SDG principles into every stage—identification, development and implementation. 🌟The workshop exemplified public-private collaboration and a forward-looking vision for resilient, inclusive, and sustainable regional development! 🚀 Key Takeaways: ✅ Robust Legal Frameworks: Strong legal foundations are critical for mobilizing resources and aligning PPP projects with national and global SDG priorities. Successful conclusion of UNECE 8th Session of the Working Party on Public-Private Partnerships 🤝 The second day started with a thought-provoking panel exploring how innovation-enhancing procurement (IEP) can improve PPP frameworks to foster #TransformativeInnovation and sustainable practices. The Working Party then endorsed four policy guides on digital transformation, digital infrastructure, green and sustainable PPP procurement, infrastructure finance. We then heard a fascinating overview of ongoing workstreams on off-grid renewable energy, climate resilience, women empowerment and gender equality, small-scale PPPs, and stakeholder engagement, showcasing how PPPs can drive meaningful impacts aligned with the SDGs in these important areas. Looking ahead, the Working Party launched two new workstreams: One on #AI and PPPs, one on enhancing #FiscalSustainability and #Affordability in PPPs for the SDGs. Over the past two days, we had a full room of engaged participants and inspiring ideas, exploring how resilient, sustainable, and innovative PPPs can drive meaningful change. Successful first day of the United Nations Economic Commission for Europe’s 8th Session of the Working Party on Public-Private Partnerships. 🎉 The first day started with an inspiring opening speech from UNECE Executive Secretary Ms. Tatiana Molcean and keynote speech from Mr. Surya Deva, United Nations Special Rapporteur on the Right to Development. The opening was followed by international policy discussion with four sessions on the topic of - connecting the UN #PactfortheFuture to the UNECE PPP programme, and integrating #SustainableInfrastructure, #FinancialSustainability, and #DigitalTransformation of #PPPs for #ClimateAction and the #SDGs.
