Responsibilities:

  1. Co-ordinates and manages recruitment, screening and interviewing of applicants for departmental positions; provides guidance on selection and placement of employees in positions to achieve departmental objectives.
  2. Manages administration of the Centre’s benefit programs; plans and designs new benefit programs and improvements in existing programs for recommendation to the Head – Human Resources & Administration.
  3. Designs and oversees the implementation of performance appraisal and salary administration programs, policies and procedures; and employee safety and health.
  4. Interprets personnel policy intent or acceptable management practices to ensure fair and consistent application of Centre’s policy; develop departmental policies in accordance with established Centre’s policy.
  5. Manages the yearly Human Resources budget effectively and maximises the benefits and welfare for the employee.
  6. Analyses and prepares statistical report of personnel or headcount figures for the request made by the external parties (e.g. the Census & Statistics Department) and management.
  7. Develops and designs programs that improve the overall climate of employee relations in the recreational activities.
  8. Oversees the updated labour ordinance and ensures the Centre is complied with the legal requirement.
  9. Oversees and reviews the Human Resources procedures and implementation of day-to-day routine administration.


Qualifications:

  • Degree holder or above in human resources management, business administration or other related fields.
  • Minimum 7 years’ experience in human resources or administrative, with minimum 3 years in supervisory level.
  • Solid experience in applying human resources policies and procedures necessary to manage the personnel activities of a major department or division.
  • Good command of both written and spoken English and Chinese, Mandarin would be advantageous.
  • Good organising skills in co-ordinating different activities, such as employee relations activities.
