About us

National Health Systems Resource Centre (NHSRC) has been set up under the National Rural Health Mission (NRHM) of Government of India to serve as an apex body for technical assistance. Established in 2006, the National Health Systems Resource Centre's mandate is to assist in policy and strategy development in the provision and mobilization of technical assistance to the states and in capacity building for the Ministry of Health and Family Welfare (MoHFW) at the centre and in the states.The goal of this institution is to improve health outcomes by facilitating governance reform, health systems innovations and improved information sharing among all stake holders at the national, state, district and sub-district levels through specific capacity development and convergence models. It has a 23 member Governing Body, chaired by the Secretary, MoHFW, Government of India with the Mission Director, NRHM as the Vice Chairperson of the GB and the Chairperson of its Executive Committee. Of the 23 members, 14 are ex-officio senior health administrators, including four from the states. Nine are public health experts, from academics and Management Experts. The Executive Director, NHSRC is the Member Secretary of both the Governing body and the Executive Committee. NHSRC's annual governing board meet sanctions its work agenda and its budget. The NHSRC currently consists of seven divisions – Community Processes, Healthcare Financing, Healthcare Technology, Human Resources for Health, Public Health Administration, Knowledge Management Division, Quality Improvement in Healthcare The NHSRC has a branch office in the north-east region of India. The North East Regional Resource Centre (NE RRC) has functional autonomy and implements a similar range of activities.

  • A Landmark Workshop: Integrating Gender Equity into Health Systems Marking a significant shift in how to approach gender in public health, a first of its kind two-day workshop on "Integrating Gender Equity in Health Systems: Bridging Gaps Across Public Health Domains," was organised by the National Health Systems Resource Centre (NHSRC), Ministry of Health and Family Welfare, Govt. of India in collaboration with the India Health Action Trust (IHAT) from 30th to 31st January, 2025 at NIHFW Campus, New Delhi. While gender budgeting has been discussed in health systems before, this was the first time when gender equity was directly integrated into health policies and programs—bridging the gap between theory and actionable strategies. Over the two transformative days, the participants were engaged in in-depth discussions, interactive exercises, and insightful exchanges. 🌟 Glimpses from Day 1 🌟 Maj Gen (Prof) Atul Kotwal, SM, VSM (ED, NHSRC), Dr. K. Madan G. (Advisor, PHA, NHSRC), and Ms. Meena N. (CEO, Indian Health Action Trust) set the tone of the workshop, highlighting how sex shapes gender and impacts health policies and programs. These opening addresses underscored the crucial role of sex as a determinant of gender and its subsequent impact on health policies and programs. The participants were engaged in discussions to examine gender as a system, participated in the Power Walk on privilege, and reflected on how gender influences health inequities. 🌟 Glimpses from Day 2 🌟 The second day emphasized practical application and culminated in a dynamic panel discussion featuring prominent experts: Dr Zoya Ali Rizvi (Deputy Commissioner, MoHFW) Ms. Mona Gupta (Advisor, HRH-HPIP, NHSRC) Dr. Ravi Verma (Regional Director, ICRW, Asia) Dr. Shweta Jindal, MD, M.Sc (Chief of Party, UP-HSS, JHU, India) Chair: Dr. K.   • National Health Systems Resource Centre (NHSRC) under Ministry of Health and Family Welfare, Govt. of India is jointly organising a 2-day workshop on “Integrating Gender Equity in Health Systems: Bridging Gaps Across Public Health Domains” with India Health Action Trust (IHAT) on 30th & 31st January,2025 in NIHFW Campus, New Delhi. It aims to empower NHSRC participants with essential knowledge and tools to integrate gender equity into health systems. The workshop kicked off with a warm welcome and insightful remarks from Maj. General (Prof.) Dr. Atul Kotwal, Executive Director of NHSRC, Dr. K Madan Gopal, Advisor, PHA, NHSRC, and Ms. Meena Narula, CEO of IHAT. In his address, Maj. Gen. (Prof.) Dr. Atul Kotwal emphasized the crucial role of integrating gender equity in achieving sustainable improvements in healthcare systems. Dr. K Madan Gopal stressed upon the need for a comprehensive approach to address gender disparities across various health domains. Meanwhile, Ms. Meena Narula underscored the key role of collaboration between stakeholders in creating lasting impact and promoting gender-sensitive healthcare policies. Gender refers to the learned roles, norms, and expectations based on one’s sex. It is a socio-cultural definition of a boy and a girl, a man and a woman. Not only are their responsibilities set by society, but also norms, values, dress codes, attitudes, opportunities, rights, mobility, freedom of expression, priorities, and even dreams are determined by society. These norms vary from society to society and can be changed. The workshop is serving as a platform to bring together experts and practitioners from the fields of health and gender. It is fostering engaging discussions and promoting actions that will significantly contribute to building more gender-inclusive health systems. Excited for the valuable sessions ahead!

  • The Regional Resource Centre for Northeast States (RRC-NE), a branch of National Health Systems Resource Centre (NHSRC), successfully organised a two-day North-East Regional Workshop on Health Management Information System (HMIS 2.0) on 23rd & 24th January 2025, in Guwahati, Assam, in collaboration with the Statistics Division of the Ministry of Health and Family Welfare (MoHFW), Govt. of India. The workshop also marked the launch of Kilkari Programme in four Northeastern states of Arunachal Pradesh, Manipur, Mizoram, and Nagaland. The inaugural session was graced by dignitaries from the MoHFW, GoI, NHSRC and ARMMAN Foundation with Director General-Statistics, MoHFW, GoI Shri Kal Singh, as the Chief Guest. Mr. Nikhil Agarwal, Director, MMP Cell, MoHFW, GoI; Mr. Anindya Saha, Joint Director, Statistics, MoHFW, GoI; Dr. Gurinder Bir Singh, Advisor, CP-CPHC, NHSRC; Dr. Arpana Hegde, Founder ARMMAN, and Dr. Raj Prabha Moktan, Director, RRC-NE, along with the state Mission Directors (NHM) participated in the event. A total of sixty-five (65) participants attended the workshop including the officials from NHM, AYUSH, ESIC, Railways, Population Research Centre (PRC), NHSRC, RRC-NE and the MoHFW. The objectives of the workshop were to sensitize participants about the new functionalities added to the HMIS 2.0 formats, address critical data quality issues, effective utilization and onboarding of other Ministry Hospitals (AYUSH, ESIC and Railways) into the HMIS 2.0 portal. The sessions covered essential topics including the overview on HMIS 2.0 and its features, importance of Kilkari Programme, orientation and data quality issues in the Service Delivery, Infrastructure and Human Resource formats. The states shared strategies and best practices for improving the data accuracy, reliability of data reporting and budget utilisation for HMIS 2.0.   • The Regional Resource Centre for North-Eastern States (RRCNE), a branch of NHSRC, New Delhi, organized a two-day Regional Review cum Workshop on Comprehensive Primary Health Care (CPHC) for priority districts across the 08 (eight) North-Eastern states. The event, which was held in Guwahati, Assam, was inaugurated in the esteemed presence of Dr. G. B. Singh, Advisor, CP-CPHC, NHSRC and Dr. Raj Prabha Moktan, Director, RRCNE. The workshop aimed to review the performance of Ayushman Arogya Mandirs in priority districts, deliver targeted training, formulate actionable plans, and strengthen monitoring mechanisms to ensure continuous improvements in CPHC delivery. Additionally, it sought to reorient State and District Nodal Officers by addressing field-level challenges. A total of 37 District Nodal Officers (DNOs) from priority districts and 17 State representatives from the CPHC and National Urban Health Mission (NUHM) participated in the workshop. Furthermore, 40 DNOs joined the workshop online from various districts within the North-Eastern region. The workshop featured insightful sessions led by eminent resource persons. The notable contributors included Dr. Mattews Numpeli, State Level Executive Member for Palliative Care under Kerala's Aardram Mission, who provided extensive overview of palliative care and strategies for sustainable implementation and Mr. Anand Kr. Sahu from the National Health Mission (NHM) Chhattisgarh who provided valuable insights into the software for calculating Performance and team Based Incentives (PBI/TBI) developed and used in Chhattisgarh. During the training, the participants were engaged in enriching discussions, addressing issues and clarifying doubts regarding the implementation of CPHC, various portals, insights into Universal Health Care (UHC), mentoring of Community Health Officers (CHOs), adoption of AAM by medical colleges, etc. The workshop provided valuable clarity and actionable insights, contributing significantly to strengthening CPHC in the region. #NHM #Northeast #RRCNE #primaryhealthcare #CPHC #NUHM #healthcare
