The key is to encourage state governments to prioritise their role as facilitators and coordinators, rather than acting primarily as direct service providers. What we need is the creation of enabling structures that can support and empower enterprises. That is the big shift we need in terms of state capacity. The GoI has placed Viksit Bharat, the idea of becoming a developed nation by 2047, at the centre of its economic vision. The PM's keynote address also indicated a pathway for doing so: by leveraging India's demographic dividend to make it a skills/knowledge/research/innovation hub, a revolution that can be brought about by bridging the distance between industry and academia. One straightforward strategy, therefore, is to focus squarely on enhancing the skill quotient of India's youth.
