The Urban Development Department, Government of Karnataka had released the Draft BBMP Advertising Bye-laws, 2024 for public comments. The draft bye-laws aimed to improve finances of the Bruhat Bengaluru Mahanagara Palike (BBMP) by imposing an #advertisement fee. While the imposition of advertisement fees creates an important revenue source for city corporations, issues around #RoadSafety, #Environmental restrictions, aesthetics, etc. are of paramount significance. Vidhi Karnataka submitted comments on the draft bye-laws, on what we think should be considerations for a law which seeks to regulate outdoor advertisements. The submission is divided into two parts. The first part addresses the primary considerations that the BBMP must consider while drafting such a law and the second part provides clause-by-clause comments on provisions that require re-consideration. There has been a constitutionally-imposed freeze on the reapportionment of seats in the #LokSabha since the 1970s. This means that the current allocation of seats to states in the Lok Sabha is based on population figures from more than 4 decades ago! #Delimitation is the process by which the boundaries of electoral constituencies are fixed. The outcome of delimitation determines how many seats each state gets in the #ParliamentofIndia, making this exercise critical to the composition of the national legislature. Watch this short #explainer to get a better grasp on what delimitation is and the principles behind it ⤵ 🎬 https://lnkd.in/dRXSCU8z 📒 Read our report here ➡ https://lnkd.in/dKUfiKgM

With the #GeneralElections2024 now long over, India should ideally be embarking on two critical tasks - first, the population census, and second, delimitation of India’s electoral constituencies. #Delimitation and subsequent reapportionment of seats in Parliament is expected to follow every decennial #census to account for population changes. However, there has been a constitutionally-imposed freeze on the reapportionment of seats in the Lok Sabha since the 1970s. ❗ This means that the current allocation of seats to states in the #LokSabha is based on population figures from more than 4 decades ago ❗ The freeze is expected to be lifted in 2026, which means that the time to ask critical questions about delimitation and apportionment of seats is now. Vidhi’s new #research report decodes the principle of #PoliticalEquality, explores the contours of Indian federalism, and proposes #reform alternatives and approaches for the upcoming apportionment of seats in Parliament. Navami Krishnamurthy recounts her experiences as a #FirstGeneration lawyer working at the Karnataka High Court in her blog, "Courting Time." The author highlights that while #litigation as a #career is considered to be fast-paced, lawyers have to play a long-waiting game. The unreliability of the causelist, the impact of seasonal fluctuations, and the inadequate infrastructure make the system slow and unpredictable. Despite these frustrations, she learned the importance of patience and found that the year passed quickly.
