  • 🌍 Improving Health Outcomes: Reflections on Public Financial Management (PFM) for Greater Impact. We’re excited to share the work of our team member Yann Tapsoba, whose publication, "Does Public Financial Management Save Life? Evidence from a Quantitative Review of PFM and Health Outcomes in Sub-Saharan African Countries", explores the critical link between effective public financial management and improved health outcomes in Sub-Saharan Africa. 📊 Key Findings: ⏺ Countries with stronger PFM systems see significant reductions in maternal and under-five mortality rates. ⏺ Key areas like budget execution and financial control are pivotal in ensuring resources are allocated efficiently, leading to direct health improvements. ⏺ The research shows that improving PFM can also reduce non-communicable disease (NCD) mortality, highlighting the potential for systemic change. At FAH, we provide technical advisory expertise to governments, guiding them in optimizing their public financial systems to ensure health resources are maximized. Yann's findings emphasize that effective financial management is vital for achieving greater health impact across the continent. 📈 Key Stats: 22.9% reduction in maternal mortality with improved PFM. 31.7% drop in under-five mortality where budget execution is enhanced. What Are PFM Indicators? In Yann’s study, the following seven key PFM indicators were analyzed: 1️⃣ Credibility of the budget: Is the budget realistic and implemented as intended? 2️⃣ Comprehensiveness and transparency: How accessible is fiscal and budget information to the public? 3️⃣ Policy-based budgeting: Does the budget align with government policy? 4️⃣ Predictability and control in budget execution: Is the budget implemented in an orderly and predictable manner? 5️⃣ Accounting, recording, and reporting: Are adequate records produced and disseminated for decision-making? 6️⃣ External scrutiny and audit: How effectively are public finances scrutinized and followed up? 7️⃣ Donor practices: How predictable is external funding, and is it aligned with national procedures?   • We are excited to announce that Pierre-Marie DOGBRE recently joined the Financing Alliance for Health (FAH) as the Africa Frontline First – Country Engagement and Health Financing Specialist, supporting our Francophone countries, effective 9th September 2024. Pierre-Marie is a seasoned financial professional with extensive experience in public finance management, project implementation, and donor engagement. His previous roles include Multi-Country Technical Advisor on Public Investment in Children at Save the Children International (SCI) and Senior Health Financing Coordinator at the Clinton Health Access Initiative (CHAI). With his expertise in budget analysis and resource mobilization, Pierre-Marie has contributed to improving public resource allocations for health, education, and child protection in countries such as Côte d'Ivoire, Burkina Faso, Senegal, and the Democratic Republic of Congo. In his new role, Pierre-Marie will provide essential support to ministries of health, helping them achieve their community health financing goals. We are confident that his skills and passion will contribute significantly to FAH's mission of improving health outcomes across Africa.   • FAH is thrilled to be part of the kick-off meeting for the development of an 8–10-year sustainable financing and resource mobilization plan for community health in Zambia! With key stakeholders from the Ministry of Finance and National Planning (MOFNP), Ministry of Health (MOH), funders, and partners in attendance, FAH is providing technical assistance through its Strategic Initiative. This plan is crucial to advance community health by ensuring long-term funding solutions for Community Health Workers (CHWs), who are vital in extending healthcare services to the most remote areas. FAH is working in collaboration with the Zambian government to fill its financing gap by co-developing community health strategies, implementing and scaling resource mobilization efforts, and conducting cost analysis to support sustainable community health systems.   • Starting the week strong as we celebrate key milestones at FAH! #NoMondayBlues   1️⃣ Successful Board Week: We wrapped up an intense and insightful Board and Strategy Meeting, discussing how FAH will continue to lead the charge in health financing and strengthening healthcare systems across Africa. Of course, there was also time to unwind—because as they say, iron sharpens iron!   2️⃣ Proud Fellowship Moment: Following the success of our Health Systems Fellowship Program, one of our fellows, Mohamed Sheku Marah from Sierra Leone, presented his award to the Director of Primary Health Care. While the program for Cohort 1 is officially over, the real work begins now as fellows apply their leadership skills to prioritize health financing in their respective countries.   3️⃣ Senegal  Workshop: Kicking off on October 1st, a critical workshop in Thiès, Senegal, focused on sharing the concept note and developing tools for the Annual Mapping of Community Health Resources. This initiative, supported by FAH's technical advisory services and partners like WHO and USAID, will lay the groundwork for effective community health resource mobilization.   At FAH, we take pride in driving impactful health financing solutions across the continent! 💪🌍

    🎓 Celebrating Post-Graduation Week: a summary of all the fellows' projects🎓 As we wrap up our inaugural Health Systems Accelerator Fellowship cycle, the Financing Alliance for Health is filled with pride—not only for the dedicated team that designed and delivered the fellowship but also for the mentors who provided invaluable one-on-one support. A heartfelt thank you to our fellows for their unwavering commitment and hard work. In case you missed it, below is a summary of the most pressing health challenges tackled by our fellows, and the lasting impact they will have in their communities. 1️⃣ Beron Songa (Zambia): Beron is addressing maternal and perinatal deaths through data-driven surveillance. His project involves collating, cleaning, analyzing, and visualizing nationwide data from 2018 to 2023, creating an accessible platform to guide decision-making for effective interventions. His policy briefs are poised to enhance maternal health outcomes for years to come. 2️⃣ Dr. Kalangwa Kalangwa (Zambia): Dr. Kalangwa is integrating Community Based Volunteers (CBVs) into the National Health Insurance Scheme. This initiative ensures that CBVs, often the first line of defense against health challenges, are protected from out-of-pocket expenses and can access healthcare, while also becoming champions of the scheme within their communities. 3️⃣ Dr. Papa Birane Mbodji (Senegal): Papa’s pilot project focuses on community monitoring of mother-child health during the critical first 1,000 days of life, ensuring children receive the best possible start and their mothers are supported during this crucial and vulnerable time. 4️⃣ Amy Mbacke (Senegal): Amy evaluated community health financing in Senegal, utilizing the CHFA tool to strengthen grassroots funding models for health. 5️⃣ Sheku Marah (Sierra Leone): Sheku is reviewing and updating Facility Management Committee SOPs to enhance healthcare facility operations and management in Sierra Leone. 6️⃣ Nathaniel Soloku (Sierra Leone): Nathaniel is developing operational guidelines for Sierra Leone’s Social Health Insurance (SLeSHI), paving the way for equitable healthcare financing. 7️⃣ Timothée Takoulou (Central African Republic): Timothée is mobilizing resources to ensure the resilience and sustainability of family planning services in CAR, guaranteeing access to vital reproductive healthcare. 8️⃣ Gloire Mongue Kossepe (CAR): Gloire’s analysis of community health financing mechanisms is a significant step toward creating sustainable health programs in Central Africa.   • 🌍 🎓🌟 Graduation Week Highlights: Development of Operational Guidelines for Sierra Leone Social Health Insurance (SLeSHI) 🎓🌟 In a bid to improve access to healthcare and reduce out-of-pocket payments at the point of service (by over 50%), the government is set to launch a nationwide health protection scheme dubbed Sleshi (Sierra Leone Social Health Insurance) by the end of this year. Nathaniel Soloku’s Health Systems Accelerator Fellowship Project aimed to advance the implementation of this important scheme by developing SLeSHI’s operational guidelines. These guidelines provide clarity on the operations of the scheme and the interlinkages between all relevant stakeholders. The draft of the operational guidelines is now complete, and the validation process will commence shortly, aiming for approval and readiness before the launch of the Insurance Scheme. Reflecting on his journey, Nathaniel highlights the invaluable cross-country learning opportunities, including in-country visits to Kenya and Côte d’Ivoire, as well as networking with colleagues from Senegal, Zambia, and more. Through these interactions, he was able to pick lessons about which pitfalls to avoid as well as unique solutions to context-specific challenges e.g how to cover polygamous households. These experiences were instrumental in shaping and refining the operational guidelines.
