«Aviation Administration of Kazakhstan» JSC was established as part of the implementation of the 68 th step of the Nation Plan “100 specific steps”. This is a fundamentally new approach to ensuring the flights safety in the country in compliance with the best international practices of industry regulation. This approach is being introduced in the Republic of Kazakhstan for the first time. Highly qualified technical specialists of civil aviation were involved in the work of the aviation administration to carry out technical control and supervision of subjects of the civil aviation industry with working conditions commensurate with enterprises in the field. The Aviation Administration of Kazakhstan is taking measures to ensure technical aviation control and supervision in the field of flight safety.

  • Preparation for the Federal Aviation Administration IASA assessment started to open the way for direct flights to US On August 26, 2024, the technical review of the preliminary International Aviation Safety Assessment (IASA) by the U.S. Federal Aviation Administration (FAA) of the Republic of Kazakhstan aviation authorities commenced. The Ministry of Transport of the Republic of Kazakhstan, in collaboration with the Civil Aviation Committee, the Aviation administration of Kazakhstan, and the Embassy of the Republic of Kazakhstan in the United States, continues its efforts to establish direct flights between Kazakhstan and the United States. As part of this initiative, a technical review of the IASA FAA is being conducted from August 26 to 30, 2024, to evaluate the capacity of Kazakhstan's aviation authorities to oversee flight safety in the country effectively. The arrival of FAA specialists in Kazakhstan was preceded by close coordination between Kazakhstan's aviation authorities, the Embassy of the Republic of Kazakhstan in the United States, the U.S. Embassy in Kazakhstan, and the FAA. The purpose of the visit is to conduct a comprehensive analysis of the current state of Kazakhstan’s civil aviation system and to provide recommendations for further enhancing flight safety and ensuring compliance with international standards. During the visit, FAA auditors will assess the complexity of Kazakhstan’s aviation industry and the flight safety oversight system. As part of the review, a technical visit to Air Astana is also planned. Kazakhstan's aviation authorities will continue to actively cooperate with the U.S. FAA on issues related to improving flight safety and establishing direct flights between the two countries.

  • Fundamentals of risk management in civil aviation Aviation Security Department of the Aviation Administration of Kazakhstan (hereinafter referred to as AAK) held a seminar on "Risk Management Fundamentals" for representatives of airports, airlines, and air navigation service providers at the International Civil Aviation Organization Aviation Security Training Center of the Civil Aviation Academy of Almaty. The seminar was attended by aviation security quality control auditors of airports and airlines of the Republic of Kazakhstan. The main objective of the seminar is to present aviation security quality control auditors with advanced methods for assessing various threats to the aviation industry, developing effective methods for analyzing their impact, as well as for forming a coordinated approach to risk assessment and management and implementing effective mitigation methods. The participants noted the importance of holding this event in preparation for the upcoming ICAO aviation security audit. As a result of the seminar, it was decided that, in accordance with the requirements of ICAO standards and based on the information received, civil aviation entities will conduct an ongoing assessment of civil aviation security risks when interacting with the AAK.

  • AVIATION ADMINISTRATION OF KAZAKHSTAN - 5 YEARS The Aviation Administration of Kazakhstan (AAK), the authorized governmental agency which control and oversees Kazakhstan’s aviation industry in the fields of flight safety and aviation security, celebrates its five years anniversary. AAK's activities are focused on the European model of civil aviation regulation, which is one of the most advanced and effective methods in the world, fully complying with International Civil Aviation Organization regulations and recommended practices. Over the course of five years, the AAK developed proposed revisions to the basic legislation of civil aviation, as well as more than 100 draft laws and regulations, and worked with the authorized authority to implement the changes. This huge effort has enabled the implementation of new standards, ICAO recommended procedures, and international best practices, as well as the increase in transparency and integrity. In 2021, an ICAO validation mission was completed, raising the flight safety assurance level to 84%, 15% higher than the global average. Over the last two years, Kazakhstan has worked closely with the European Commission to improve its flight safety level. As a result of the technical visit of experts from the European Commission, the EASA - European Union Aviation Safety Agency, and the aviation authorities of the European Union members, as well as the results of the European Commission's Air Safety Committee meeting in May of this year, Kazakhstan came out from enhanced flight safety monitoring. This implies Kazakhstani airlines have no limitations on flights to Europe. Seven out of nineteenth recognized airlines have authority to travel to Europe. Since 2019, the AAK has executed over 28 thousand public services, with more than 99% delivered on schedule. During the preceding time, aviation security inspectors performed 358 inspections and delivered almost 10,000 state services, including the issue of crew member certificates and the certification of airport aviation security services. More than 4,000 procedures were completed to permit inspectors from the aviation security inspection unit to work. Over a five-year period, 768 airworthiness certificates were issued. Over the course of five years, AAK inspectors conducted inspections and certifications in the field of flight operation, providing 41 air operator certificates and 24 aerial work certificates. In the field of licensing for five years, AAK has provided more than 15000state services for issuing certificates to aviation personnel and certification of aviation training centers. Kazakhstan was the first CIS country to announce 100% implementation of the Global Runway Surface Condition Reporting Format (GRF) standards.   • Employees of AAK attended a lecture on anti-corruption laws and their standards One of the top priorities and a key focus area for aviation sector organizations' operations is anti-corruption. The Aviation Administration of Kazakhstan held a lecture today on adhering to anti-corruption laws, preventing anti-corruption measures, and safeguarding the rights of those who disclose corrupt practices. Gulnaz Sagandykova, Senior Officer of the Prevention Directorate of the Anti-Corruption Service Department in Astana, attended the meeting. The main anti-corruption measures, anti-corruption policy's principles and components, issues over adherence to anti-corruption regulations, and procedures for defending the rights of citizens who disclose corrupt practices were all covered. As the guest speaker noted, every Kazakhstani should adopt an intolerance for corruption as a civic position. A variety of organizational, informational, and educational methods are used to create an anti-corruption culture. These measures help to reduce the risk of corrupt practices and are also aimed at openness and transparency in the work of employees not only of state bodies, but also of organizations at any level. During the meeting representatives from the aviation sector in charge of licensing, facilitation, and transportation of dangerous goods received detailed information.

  • Representatives of the AAK took part in the Forum on the Construction of an Air Hub in Urumqi On July 11-12, the Second Urumqi International Aviation Hub Construction Forum was held in Urumqi (Xinjiang, China). Representatives of the Aviation Administration of Kazakhstan (AAK) – Senior Advisor to the Director General Amir Akhmetov and Aviation Standards Specialist Aigerim Yesmurzayeva – participated in the event. The forum, which brought together industry leaders and scientists from around the world, focused on promoting the development of the Eurasian transport network, enhancing cooperation, and improving the infrastructure and operational efficiency of aviation hubs to achieve high safety and quality standards. Additionally, strategies for mutually beneficial cooperation of international aviation hubs and the improvement of their services and operational capabilities within the framework of the Silk Road development were discussed. During the forum, AAK representatives met with the Deputy Party Secretary and Executive Vice Chairman of the Chinese Air Transport Association (CATA) Pan Yixin, and the CEO of Manasik Aviation Yusuf Al-Juhani (Saudi Arabia). Industry experts exchanged valuable ideas and experiences in the development of aviation hubs. Key recommendations were presented, and cooperation agreements were signed between several airlines and organizations.

  • Cooperation with the German aviation industry The Director of the Licensing Department of the Aviation Administration of Kazakhstan, Adilzhan Sultanov, and the Head of the Department for Personnel Training of «Kazaeronavigatsia» RSE, Bakhtiyar Yussupov, visited the German Federal Aviation Authorities BAF and the DFS Deutsche Flugsicherung GmbH Academy in Langen, Germany, on July 2-3, 2024. On the BAF side, the meeting was attended by Gregor Kensy, Head of the Licensing Department, and Tobias Wulff, Head of the BAF Department, responsible for control and supervision of air navigation service providers and air traffic controller licensing, meteorologists, ATSEP Training LLC engineers, AFIS, etc. The parties exchanged experiences in implementing international standards, as well as applying national standards in the field of control and supervision. The German experience is of particular interest, as BAF oversees more than 30 different providers and organizations in the field of air navigation. The German side also shared its experience in issuing certificates for ATSEP and AFIS personnel. BAF representatives also expressed their intention to visit Kazakhstan to further develop bilateral cooperation. During the visit to the DFS Academy, the meeting was attended by Academy Director Otto Fischer, Christian Reinecke – Regional Manager of DFS aviation services, and Walter Linke – consultant to DFS. The main topic of the talks was the development of cooperation in the field of training personnel of the «Kazaeronavigatsia» RSE and inspectors of the Aviation Administration of Kazakhstan. The DFS Academy of Germany is one of the leading, largest, and main training centers in the field of training aeronautical specialists. Representatives of the Aviation Administration of Kazakhstan and «Kazaeronavigatsia» RSE got acquainted with modern training equipment (including 360-degree 3D visualization) and classrooms. The German side also provided an opportunity to get acquainted with and visit the Langen air traffic services center. Despite the high demand for training aviation personnel to meet the needs of Germany (up to 120 controllers per year), the DFS Academy expressed its willingness and desire to develop cooperation in training air traffic controllers of «Kazaeronavigatsia» RSE and aviation inspectors of the Aviation Administration of Kazakhstan.

  • 39 session of the ICAO Legal Committee: drones, cyber threats, satellite systems in air navigation The 39th Session of the International Civil Aviation Organization Legal Committee was held at ICAO headquarters in Montreal, Canada. This committee comprises legal experts from ICAO Member States. Kazakhstan was represented by Zhalel Juzbayev, Head of the Division on Harmonization with ICAO SARPs of the Safety Management, Quality, Strategy, and Compliance Department at the Aviation Administration of Kazakhstan. The President of the ICAO Council Salvatore Sciacchitano inaugurated the Committee session with his opening address to delegates, in which he emphasized, inter alia, that in the 41st ICAO Assembly, it was adopted Resolution A41-5 to commemorate the Legal Committee's 75th anniversary. This resolution highlighted the committee's crucial role in developing and codifying international air law and stressed the importance of its continued leadership in addressing new and emerging air law issues. During this session, legal experts discussed various agenda items from the General Work Program, including: 1) Review of ICAO Rules for the Settlement of Differences; 2) Legal aspects of unmanned aircraft operations and their integration into civil aviation; 3) State obligations under Article 12 of the Chicago Convention; 4) Acts or offenses of concern to international aviation, including cyber threats; 5) Promotion of international air law instrument ratification; 6) Legal issues related to global satellite systems supporting air navigation; 7) Guidance on conflicts of interest; 8) Implementation of Article 21 of the Chicago Convention. During the Committee's working sessions, the delegation from Kazakhstan contributed meaningfully during discussions on the agenda items. The ICAO Legal Committee, established in 1947, has been pivotal in addressing international civil aviation legal issues. It has prepared 24 draft conventions that were subsequently adopted and ratified globally. The committee's efforts have significantly shaped the legal framework governing international civil aviation, promoting safety, security, efficiency, and sustainability in air transport.

  • The Methodology of Competence-Based Training Discussed at a Workshop with Colleagues by AAK Staff The workshop was held at the Professional Training Center of RSE «Kazaeronavigatsia» Representatives from 10 aviation training centers across the country and the Aviation Administration of Kazakhstan shared their opinions on the topic "Methodology of Competence-Based Training: Requirements, Realities, and Prospects." Talgat Mukanov, Managing Director and Chief of Staff of Kazaeronavigatsia RSE, and Zhanot Urtembayeva, Director of the Professional Training Center, greeted the seminar participants. The importance of the seminar's topic was emphasized by Adilzhan Sultanov, Director of the Licensing Department of the Aviation Administration of Kazakhstan. He highlighted the need to address several issues and share experiences in implementing competence-based training methodologies, noting the ongoing presence of various approaches in developing and delivering training courses. Among the seminar participants were Vladimir Koshmanov, Director of the Unmanned Aviation Systems Department, and Rishat Rozbakiev, Head of the Licensing Division of the Licensing Department of the Aviation Administration of Kazakhstan. The practical part of the seminar consisted of three working sessions. In the first session, "Competence-Based Training in Questions and Answers," participants discussed the requirements for implementing the methodology, examined the differences between competence-based and traditional courses using real-life curriculum examples, and addressed aspects of ambiguous understanding of the methodology. The second session, "Implementation Practice," explored the experience of applying this methodology to create standardized educational and methodological complexes, within the framework of the Kazaeronavigatsia Professional Training Center's full participation in the International Civil Aviation Organization TRAINAIR PLUS program. In the third session, participants held round-table discussions on the topics "Training of ATC Staff" and "Program Development." In conclusion, Talgat Mukanov thanked everyone for their well-coordinated work and, together with the event moderator Yana Vishnevskaya presented certificates to the seminar participants.
