The 7th Foundational Learning (FL) Ministerial Coalition meeting, co-convened by Human Capital Africa (HCA) and the Association for the Development of Education in Africa (ADEA), brought together African education leaders to drive action on the continent’s learning crisis. The discussions centered on political commitment, innovative financing, country-led reforms, and global collaboration—laying the groundwork for sustainable impact. 🔹 Political Will & Policy Alignment—Dr. Obiageli “Oby” Ezekwesili emphasized the urgency of prioritizing foundational learning as a catalyst for economic growth and social equity. She stressed the need for governments to align education policies with Africa’s long-term development goals. 🔹 Financing Education Innovations – Dr. Benjamin Piper led discussions on sustainable education financing. Examples such as Mali’s Education Sovereignty Fund, South Africa’s results-based funding model, and Nigeria’s evidence-based budgeting approach showcased how African nations own education investment. 🔹 Scaling & Sustaining Impact – Mr. Conrad Sackey highlighted the coalition’s achievements, with over 60% of member states actively implementing large-scale foundational learning reforms. Peer learning mechanisms have significantly reduced policy adoption timelines, ensuring faster and more effective implementation. 🔹 Global Collaboration & The G20 – With South Africa set to chair the G20 in 2025, discussions explored how African nations can position education at the forefront of the global agenda. Mr. Albert Nsengiyumva, Executive Secretary of ADEA, emphasized the importance of leveraging this platform for stronger cross-border partnerships. As we move toward Flex 2026, the coalition, led by HCA and ADEA, remains committed to turning commitments into action, ensuring every child in Africa has access to quality foundational learning. As we think about the future of Africa, the urgency of improving #FoundationalLearning becomes clear. Without reading and math skills, children will face an uphill battle later in school and in life. I had the opportunity to discuss this topic with journalist Lennox Yieke, alongside Dr. Obiageli “Oby” Ezekwesili, Albert Nsengiyumva, and Titus Syengo. The resulting article, titled "Tackling Africa's Foundational Learning Crisis,” shares insights on what works to improve foundational learning, including: 1️⃣ Ensuring sufficient training that empowers teachers to implement effective, evidence-based lessons 2️⃣ Continuing to use partnerships as drivers of advocacy that produce essential data for decision makers 3️⃣ Implementing structured pedagogy and targeted instruction programs that have been shown to improve early-grade learning across different African countries 4️⃣ Utilizing the role of philanthropies in championing proven interventions and assisting governments in adopting transformative technologies – especially EdTech and AI – to enhance learning outcomes 5️⃣ Building on and expanding the current political will to improve foundational learning outcomes.
