On Friday I participated in a discussion on the new Anti-Money Laundering Regulation (AMLR) from Brussels and particularly Article 75 within AMLR, which allows banks to enter into a partnership for information sharing. This session was the Dutch version of workshops across Europe, organized by #FFIS, under leadership of Nick Maxwell. The purpose of these workshops is to encourage senior figures in the private sector and key public agencies to assess international good practice and develop their own blueprints for Art. 75 collaboration partnership for their country. Friday’s discussion, with participants from the Dutch financial landscape was very interesting. A couple of take-aways: ➡️ General consensus that Art. 75 offers opportunities for collaboration and that this is absolutely necessary to fight financial crime. ➡️ Art. 75 can support different objectives. Consensus that at least the following should be in scope: 1. Be able to prioritize on risks and alerts; 2. Be able to establish a feedback loop between public to private parties; 3. Be able to identify new risks, not observable by individual parties. ➡️ Art. 75 still has many open ends. But participants agreed that public and private entities in the Netherlands should not wait for others to provide this clarity, but instead shape that clarity together. One way to do so, is the get started and learn and shape while doing. Being from Roseman Labs my role was also to share knowledge and experience about the application of Privacy Enhancing Technology, and specifically Multi-Party Computation (MPC). This is technology that enables parties to collaborate, without sharing data. They can run analysis on other party’s data, without seeing that data. Some observations on this: ➡️ Different views on whether PETs are needed when we have Art. 75. Some say that with Art. 75 information sharing is allowed, so we no longer need PETs. Other argued (and I agree) that Art. 75 merely provides a legal basis for information sharing and that PETs will play an important role to facilitate this sharing in a safe, trustworthy and GDPR compliant way. ➡️ Most people I spoke to are still a bit in the dark about the benefits of PETs such as MPC and the difference versus traditional methods like pseudonymization. The notion that you can generate insights from data, without sharing the data, leading to massive data minimization, is not fully understood. Also purpose binding and data control characteristics (no copy) of MPC are not yet fully appreciated. ➡️ Last, I noticed some misconception about the cost and complexity of these technologies. Today you can buy MPC out of a box. A python programmer can deploy these tools within days. And, there are plenty organizations with equally sensitive data, less technical skills and smaller wallets than the average bank, that already deploy MPC, in production.
