The Civil Aviation Authority of Singapore (CAAS) is a statutory board under the Ministry of Transport. It provides air navigation services in the Singapore Flight Information Region. It represents the government of Singapore in the negotiation of air services agreements as well as advises on matters related to civil aviation. The organisation regulates and spearheads the development of civil aviation and plays a key role in making Singapore a global air hub.

  • On 16 October 2024, Indonesia, Malaysia, the Philippines, Singapore and Thailand signed a MOU to launch a regional aviation safety data and information sharing initiative to jointly identify safety hazards and trends and develop mitigating measures to better manage safety risks. ✍️ The civil aviation authorities of the five States have agreed to share seven categories of data and information in the first instance and on the protocols to safeguard data confidentiality. 📊🗂️ Thailand will be the data custodian while Singapore will be the data analyst for the initiative. The MOU signing was witnessed by International Civil Aviation Organization Council President Mr Salvatore Sciacchitano, Secretary-General Mr Juan Carlos Salazar and Asia Pacific Regional Director Mr Ma Tao. “This initiative is significant in having States agree to share our respective safety data and information so that we can achieve better safety outcomes for all. This would not have been possible without trust amongst the States involved, a shared commitment to aviation safety and protocols to safeguard confidentiality. We hope that this first-of-its-kind initiative in this region will have a catalytic and demonstrative effect and we can onboard more countries to work together to ensure safer skies for the travelling public.” said DG CAAS, Mr Han Kok Juan. 🤝‎✈️

  • This year's Asia-Pacific Summit for Aviation Safety held at Beijing from 13 to 15 August 2024, called for a human-focused approach to raise aviation safety standards. Aviation stakeholders were urged to prioritise the human element in efforts to strengthen safety culture. 👥 Themed "Shaping Safety Excellence: A Human-Focused Approach", the summit attracted over 500 industry leaders and professionals from across 27 countries.   • The 59th Conference of the Directors General of Civil Aviation, Asia and Pacific Region kicked off on 14 October in Cebu, the Philippines. Mr Han Kok Juan, CAAS Director-General, joined Mrs Liang Nan, Deputy Administrator, CAAC - Civil Aviation Administration of China, Mr Frank McIntosh, Deputy Chief Operating Officer, Operations, Air Traffic Organisation, Federal Aviation Administration, Captain Stanley Ng, President and Chief Operating Officer, Philippine Airlines, Mr Toshiyuki 俊之 Onuma 大沼, Senior Deputy Director General, Japan Civil Aviation Bureau, and Mr Athanasios Titonis, Chief Executive Officer, Mactan-Cebu International Airport, on the High-Level Panel on “Shaping the Future of Aviation: Sustainable, Resilient and Inclusive". Mr Han said with air passenger volume in Asia Pacific expected to triple over the next 20 years, aviation is a growth sector offering tremendous opportunities for people, businesses and countries in the region. 📈‎✈️ To seize these opportunities, countries will need to marshal the necessary political and public support to invest in aviation, be a lot more productive and efficient in what we do and better leverage collaboration amongst countries and with the private sector to pool expertise, as tripling resources to meet a tripling in demand will be difficult to do. Mr Han said that International Civil Aviation Organization serves as a force and resource multiplier and encouraged greater participation in regional collaboration, so that together, we can be ready for the future and aviation can fulfil its full potential. 🙌

  • CAAS has entered into technical arrangements with civil aviation authorities in Australia, Brazil, Canada, China, European Union Aviation Safety Agency, Hong Kong, Japan, New Zealand, the United Kingdom and the USA. Such technical arrangements help to streamline regulatory requirements and reduce the compliance cost for aviation companies. 🤝🦺 Read to find out more about these agreements ⬇️

  • At the 3rd Civil Unmanned Aircraft Systems (UAS) Development International Forum in Changchun, China held from 24 to 25 September 2024, Mr Kah Han Tan, Chief Technology Officer/Senior Director (Unmanned Systems Group) shared Singapore’s vision of adopting transformative UAS technology to enhance safety and productivity as part of Singapore’s Smart Nation Initiative. 🤓💡 The adoption of UA technologies in various use cases can reap more social and economic benefits, supporting future growth. Mr Tan shared that as part of this vision, CAAS is implementing Unmanned Aircraft Traffic Management (UTM) and remote identification. UTM will optimise the use of Singapore’s airspace to maximise efficiency, whilst ensuring aviation and public safety. Singapore will take a phased approach, starting with putting in place foundational UTM services and moving eventually towards integration of manned and unmanned traffic. To create a safe and secure UTM, safety standards needs to be harmonised. In this regard, international collaboration is important, highlighted Mr Tan. 🙌

  • The second Asia-Pacific Ministerial Conference was held in New Delhi on 11 to 12 September 2024. Ministers and Directors-General from 27 Asia-Pacific States attended the Conference which adopted the Delhi Declaration capturing the region’s aspirations and priorities for the aviation sector. 🌏✈️ The meeting provided a wonderful opportunity for CAAS to reconnect with our friends and partners and to renew our shared commitment to better serve the travelling public together.

  • Global air passenger volume is expected to increase by 2.7 times from 4.6 billion today to 12.4 billion in 2050. 📈 The world needs to work together to expand capacities in our skies and ensure safe, efficient and sustainable travel, as volume grows. Over the last two weeks, CAAS joined nearly 900 delegates from 110 Member States and 28 International Organisations around the world in Montreal for the 14th International Civil Aviation Organization Air Navigation Conference, themed “Performance Improvement Driving Sustainability”. 🌏✈️ We agreed to take coordinated global actions on many important issues, including modernising air navigation service provision, implementing trajectory-based operations, tackling global navigation satellite system (GNSS) interference and addressing global turbulence risk. CAAS looks forward to working with ICAO, Member States and other International Organisations on these initiatives, towards a safer, more efficient and more sustainable future in air navigation. 🤝 #ICAOConference
