CSA’s Singapore Cyber Emergency Response Team (SingCERT) has received several reports of scammers impersonating SingCERT officers. The scammers attempted to scare members of the public by claiming that their mobile numbers were used for illegal activities overseas. Members of the public are advised to not follow any of the instructions given by the caller or provide any information. We urge you to report scam calls or requests to the police. As digital and cyber threats evolve, ASEAN Member States and ASEAN Dialogue Partners need to work closely together to enhance cooperation to tackle cybersecurity challenges. Singapore was glad to host and participate in various ASEAN+1 Dialogues on the sidelines of the Singapore International Cyber Week 2024: • The 5th ASEAN-US Cyber Dialogue focused on discussions regarding emerging cyber threats, updates to cybersecurity frameworks and capacity building efforts. Key areas of focus highlighted were the cooperation in addressing emerging cyber threats and the importance of workforce development in maintaining an up-to-date cybersecurity talent pool. • The inaugural ASEAN-India Cyber Dialogue sets the stage for further cybersecurity cooperation between ASEAN Member States and India through discussions on the evolving cyber threat landscape and capacity building initiatives in ASEAN. • Singapore and Japan co-chaired the 17th ASEAN-Japan Cybersecurity Policy Meeting, which gave ASEAN Member States the opportunity to take stock of the various initiatives completed at the ASEAN-Japan platform, such as cyber capacity building initiatives and Critical Information Infrastructure protection workshops. The meeting also set out the plans for further cybersecurity cooperation between ASEAN and Japan in 2025, including through cyber capacity building and joint exercises. Singapore looks forward to forging closer partnerships with ASEAN Member States and our Dialogue Partners to build a safer and more resilient cyberspace.

The United States and Singapore gathered at the 3rd US-Singapore Cyber Dialogue, held on the sidelines of Singapore International Cyber Week (#SICW24), to address critical global threats and enhance collaboration. Co-chaired by CSA’s Chief Executive Mr David Koh and Ambassador at Large for Cyberspace and Digital Policy Mr Nathaniel Fick, the dialogue saw an exchange of policy perspectives and sharing of best practices and experiences. Both sides also discussed the areas for further bilateral cyber cooperation, including IoT security, workforce development, the cybersecurity of AI, post-quantum cryptography and capacity building. Mr Koh added that our two countries’ close cooperation and partnership is built on a shared perspective on many strategic issues, such as a commitment to the rules-based international order. CSA remains committed to securing cyberspace and working with our international partners to find innovative solutions to address our common cybersecurity concerns. We look forward to deepening the close cyber cooperation with the United States.

CSA is now a CVE Numbering Authority (CNA), enabling the assignment of CVE IDs for zero-day vulnerabilities that fall outside the scope of other CNAs. This role enhances vulnerability coordination and disclosure, reinforcing CSA’s commitment to safeguarding cyberspace. By working with system owners and the wider cybersecurity community, CSA aims to protect digital infrastructure and strengthen cyber defenses.

Leaders from India and Singapore came together for the inaugural India-Singapore Cyber Dialogue, held on the sidelines of the Singapore International Cyber Week 2024, to exchange views on national cyber strategies and address emerging threats in the cybersecurity landscape. The Dialogue was co-chaired by CSA’s Chief Executive, Mr David Koh and Ministry of External Affairs (MEA) Joint Secretary (Cyber Diplomacy), Mr Amit Shukla. Representatives across India’s MEA, Ministry of Electronics and Information Technology of India (MeitY), Indian Cyber Crime Coordination Centre (I4C) and National Critical Information Infrastructure Protection Centre (NCIIPC) participated in the discussion alongside Singapore representatives from operational, technical and policy divisions in CSA and Ministry of Digital Development and Information’s Security and Resilience Division. Discussions focused on strengthening Computer Emergency Response Team (CERT) to CERT information exchange, protection of critical information infrastructure, and potential cooperation on cyber capacity-building initiatives. CSA looks forward to working closely with our Indian counterparts towards a safer and more secure cyberspace.

🚨 SPIRITCYBER 2024 Hackathon Highlights! The three-day Internet of Things (IoT) Hackathon: SPIRITCYBER 2024 at Singapore International Cyber Week (SICW) 2024 brought together brilliant minds to tackle the theme of Cybersecure Urban Living. The annual Hackathon, part of Project Omega – a national threat analytics initiative which collects and studies novel IoT exploitation techniques, raises awareness of IoT threats and fosters stronger collaboration with industry and academia. As part of the month-long elimination round, participating teams from around the world competed remotely to uncover vulnerabilities and presented their findings to STAR Labs SG Pte. Ltd., Ensign InfoSecurity and Nanyang Technological University Singapore. The top eight teams, coming from eight different countries, advanced to the in-person IoT Hackathon at #SICW24. Catch the highlights as the top teams pushed boundaries, unveiling new attack techniques and reinforcing our IoT defences, at SICW24. The 19th edition of the ASEAN Cyber Emergency Response Team (CERT) Incident Drill (ACID), themed Navigating the Rise of AI-Enabled Cyber Attacks, took place in conjunction with Singapore International Cyber Week 2024. With AI-powered cyber-attacks escalating, this year’s drill simulates similar tactics employed by threat actors, such as the use of AI to develop malware and AI-generated phishing messages. Rapid adoption of Internet of Things (IoT) devices calls for deeper commitment to enhance cybersecurity. Senior Minister of State for the Ministry of Digital Development and Information and the Ministry of Health, Dr Janil Puthucheary announced that Mutual Recognition Arrangements on cybersecurity labels for consumer smart products have been established with the Republic of Korea and Germany. He also launched the Cybersecurity Labelling Scheme for Medical Devices at the #SICW24 IoT Security Roundtable.
The use of Internet of Things (IoT) devices worldwide has improved the way societies live, work and play, with billions of such devices now online. As with all things that are connected to the internet, they are exposed to cybersecurity threats and risks online, and it is important to prioritise IoT security as its adoption grows. Senior Minister of State for the Ministry of Digital Development and Information and the Ministry of Health, Dr Janil Puthucheary, delivered the opening address at the International IoT Security Roundtable. Underscoring this, Dr Janil announced that Mutual Recognition Arrangements (MRAs) on cybersecurity labels for consumer smart products have been established with the Republic of Korea and Germany. With this mutual recognition, devices issued with specific levels of Singapore’s Cybersecurity Label will be mutually recognised in both countries as having fulfilled the necessary security requirements, and vice versa. Dr Janil also announced another major milestone – the launch of the Cybersecurity Labelling Scheme for Medical Devices [CLS(MD)], jointly developed by the Cyber Security Agency of Singapore (CSA), Ministry of Health (Singapore), Health Sciences Authority and Synapxe. Under CLS(MD), medical devices are rated according to their cybersecurity level and will enable healthcare providers and consumers to select more secure medical devices. Can artificial intelligence be secure? Senior Minister of State for the Ministry of Digital Development and Information and the Ministry of Health, Dr Janil Puthucheary highlighted Singapore's progress in AI seurity at the high level panel. He spoke about the newly released first edition of the Guidelines and Companion Guide for Securing AI, and also announced the release of a paper on AI security risks.
Speaking at Singapore International Cyber Week (SICW)’s High-Level Panel: Can Artificial Intelligence (AI) Be Secure, Senior Minister of State for the Ministry of Digital Development and Information and the Ministry of Health, Dr Janil Puthucheary emphasised, “While newer technologies like cloud, AI, and quantum may promise significant benefits to our industries and economies, we should be clear-eyed about the risks, and how we will manage them.” Dr Janil highlighted key areas in Singapore’s progress with AI security, first of which is the newly released first edition of the Guidelines and Companion Guide for Securing AI by the Cyber Security Agency of Singapore (CSA). Developed with AI and cybersecurity practitioners, the resources set out best practices in securing AI systems and provides practical measures for system owners to mitigate AI security risks. Dr Janil announced that CSA has collaborated with Resaro to release a paper on AI security risks. The paper delves into the complex and evolving threats associated with AI, emphasising the necessity of a multi-stakeholder approach to effectively safeguard AI systems. Dr Janil also cast a spotlight on Singapore’s efforts in driving research efforts on securing AI systems with the Global Challenge for Safe and Secure Large Language Models (LLMs), a global competition organised by AI Singapore and CSA’s CyberSG R&D Programme Office.
