Wealth, health, and happiness are typically considered the hallmarks of success in society, and every parent often hopes for these for their child. However, for parents of children with special needs, the greatest hope is for their children to achieve independence and secure a future through employment. The physical and emotional burdens borne by these parents or caregivers are beyond most people's comprehension. Constant worries about their children's present and future leave them perpetually anxious and exhausted. A robust support system is crucial for families with special needs children. This system should include the government, family, relatives, schools, the community, and even other families in similar situations. Only through increased resources, communication, knowledge, and awareness can we cultivate a society that embraces these individuals with acceptance and understanding rather than suspicion and exclusion. At the same time, we must be vigilant in supporting parents and caregivers. They often bear significant burdens in silence, perceiving that they have the greatest responsibility. Caregivers are human too, with emotions and unspeakable pain beyond our understanding. Instead of offering unfriendly glares when their children act out in public, lend a helping hand whenever possible. Recent government announcements have brought optimism to Special Education (Sped) educators in Singapore, with plans for higher salaries to elevate education quality and support students with special needs. Second Minister for Education Maliki Osman revealed that between 2024 and 2026, Sped classroom teachers could see up to a 12% salary increase, while teacher aides may receive up to 15%. Starting salaries for Sped educators will rise by up to 15% and 17% respectively, aiming to align Sped education with mainstream opportunities. The MOE plans to hire around 350 more teachers by 2030 to meet Sped sector demands. This effort addresses the increasing demand for Sped educators and underscores the government's commitment to attracting and retaining skilled professionals through salary increments. Additionally, nine Sped schools will reduce fees by up to 60% by mid-2025, benefiting about 3,500 students, enhancing accessibility to education. In 2022, Singapore saw a notable surge, with over 35,000 students identified as having Special Educational Needs (SEN). While approximately 80% of these students are integrated into mainstream schools, the remainder find support in special education institutions. This uptick in SEN students has sparked a call for greater inclusivity within Singapore's education system. Efforts to promote inclusivity include various programs and policies, such as the deployment of SEN officers in mainstream primary and secondary schools, fostering school partnerships to facilitate collaboration between students from mainstream and special education settings, and facilitating professional exchanges among educators to enhance their capabilities. Notably, institutions like Anglo-Chinese School (ACS) announced plans in 2023 to establish a special education school, signaling a commitment to meeting the needs of students with SEN. While these initiatives signify a growing awareness and support for students with SEN, it's imperative to acknowledge that Singapore's concept of inclusivity in education falls short of the comprehensive definition set forth by UNICEF. Inclusive education, as defined by UNICEF, entails enabling students from all backgrounds to learn and thrive together, to the mutual benefit of all involved. In a society driven by academic achievement like Singapore, achieving true inclusive education poses a formidable challenge. Perhaps, rather than aiming for sweeping changes, it's essential to take incremental steps toward fostering greater awareness and acceptance of students with SEN. As the proverb goes, it takes a village to raise a child.
