Amberside Advisors is an independent consultancy providing financial and commercial advice to low carbon energy, infrastructure and public sector projects. We support on major infrastructure projects ranging across heat networks, wind, solar and biomass, road and rail, schools and hospitals, as well as advise on public service delivery contracts for local authorities and sectors such as healthcare, education and justice. Financial modelling is in our DNA. Our simple, transparent and easy-to-understand models help our clients to quickly understand the drivers of a project which, when combined with our extensive commercial expertise, helps to get the deal done. Part of the Steer Group, we serve a global client base through 26 offices across four continents.

  • We are pleased to see the Infrastructure and Projects Authority (IPA) publish its latest PFI Guidance, addressing key findings from the 2023 White Fraiser report. This newly released suite of documents provides practical guidance for both public and private sector stakeholders, particularly in managing relationships and disputes within the PFI sector. With references to real-world examples, it provides clear direction to all stakeholders involved in PFI project management. It helps guide public authority staff on mitigating risks associated with distressed PFI projects, and factors that should be considered before starting a project termination, or be aware of, if the project enters insolvency. It also outlines the intention behind insurance risk sharing and the role of insurance advisors and their duty of care to Authorities, providing useful advice to those involved in regular review of insurance costs in PFI contracts. Neil Rutledge, Director at Amberside Advisors, who has provided input into the draft guidance alongside other industry experts, commented: "We welcome this practical advice from the IPA, which aims to improve PFI contract outcomes and support both the public authorities and private sector partners in planning for expiry.     Explore our new PFI guidance! 👇 IPA has today published a suite of guidance, providing expert industry advice to departments, contracting authorities and private sector partners. Asset Condition Playbook is aimed at contracting authorities, including Senior Responsible Owners (SROs), senior leaders and PFI contract management teams. The guidance forms part of the suite of documents in response to the independent White Fraiser report on the status of behaviours, relationships and disputes across the PFI sector. Navigating the risks of PFI project distress is technical guidance that provides practical advice to PFI contract SROs and contract managers to help them identify signs of PFI project distress and navigate the legal, commercial, financial and operational risks that project distress brings to their business operations. Insurance guidance for PFI projects provides advice and a recommended report template for all parties involved in the regular review of insurance costs in PFI contracts. Contractors, insurance brokers and public sector contract managers should use this guidance to improve the efficiency and quality of the Insurance Premium Risk Sharing Schedule (IPRSS) exercises.   • Can your financial model handle a growing multi-layered portfolio with ease, or is it time to explore other tools? Tracking the value evolution of a single site asset is relatively straightforward – a decent Excel financial model that can be updated and rolled forward should do it. What about a multisite asset (with not too many sites)? Leverage a good Excel model that sets out each site in a common way, leverage some VBA macros and summarise the outputs in a format that can support some smart tabular and graphical analysis. What about a portfolio comprising multiple sub portfolios, with a complex SPV and holding structure? Would you be able to compare against last year’s valuations? Stress the forecasts at a site level and see the impact on the site, sub portfolio, SPV and the holding company or fund? Not so easy!   • Guy's and St Thomas' NHS Foundation Trust launches a tender for Strategic Energy Partner to support their estate decarbonisation, going to market with Energy as a Service (EaaS) procurement. Today, on 17 February, Guy’s and St Thomas’ has issued a Find a Tender Service (FTS) Notice of Selection Questionnaire (SQ) to market. With SQ submission deadline of 20 March 2025, the bidder selection is expected to be announced in the second half of 2025, with framework agreement going live at the end of the year. Amberside Advisors, commercial and financial transaction advisors, has been retained by the Trust as the advisors in connection with this procurement. The project is also supported by Capsticks LLP legal advisors, Buro Happold technical advisors and EcoVate Group procurement advisors. All communications should be directed to the Trust via the Atamis portal. “We are very excited to see this project progressing, with Guy’s and St Thomas’ becoming the first NHS Trust to go to market with EaaS procurement of this kind and at this scale.
