AMNESTY INVESTIGATES: Evacuation warnings issued by the Israeli military to residents of the southern suburbs of Beirut and south Lebanon were inadequate, and in some cases also misleading. To be effective, an evacuation warning must be timely and provide civilians information on safe routes and destinations. These warnings do not absolve Israel of its obligations under international humanitarian law to never target civilians and to take all possible measures to minimize harm to them. Today marks a day of mourning for Israelis whose loved ones were killed and abducted by Hamas and other armed groups. This day also marks the start of the Israeli forces’ onslaught in Gaza that has killed tens of thousands and triggered an unprecedented humanitarian catastrophe. One year on amnesty reiterates its calls for an immediate ceasefire and the unconditional immediate release of civilian hostages held by Hamas and other armed groups and all Palestinians unlawfully detained by Israel. The world must never forget the victims and the anguish of affected families. Humanity must prevail.
