Watching climate negotiations closely can make us feel like it's one step forward two steps back. But it's been heartening to see Britain leading on its ambition to reduce emissions. This week's BBC Question Time from Basingstoke echoes much of what people have been telling us all over the country - that British people care deeply about climate and nature. Audience questions on climate include a desire for cross-party collaboration, a concern about potential pollution from EV batteries, and a crisis-management approach to phasing out fossil fuels. In response, Sec of State for Business and Trade, Jonathan Reynolds MP says 'there is broadly across the UK a pretty decent cross-party agreement on climate issues'. And the panel shows that - the political and business voices are, for once, pulling in the same direction. Conservative MP Damian Hinds affirms that net zero is about going 'with the grain of people's lives' and finding 'ways to make people's lives better'. Green MP Ellie Chowns agrees reducing Britain's meat and dairy footprint is about 'encouragement and making it easier for people, like eating 5-a-day' and not about telling people what to do. And Octopus boss Greg Jackson points out - repeatedly - that clean energy is cheaper than fossil fuels, and a huge export opportunity for the UK (and that China is now leading the way in clean energy). The event explored how to accelerate climate action through a Global Citizens' Assembly for COP30 and beyond and highlights included: 🌟 A timely reminder by Diego Casaes ( Climate Emergency Collaboration Group ) that "inclusion shouldn't be a [tick] box exercise" and that the "the focus of inclusion should be to elevate the political risk of not acting". 🌟 A powerful observation by Alice de Moraes Amorim Vogas (Government of Brazil) that "at the end of the day, regardless of how we [make] decisions, change happens from the ground up. [This is what] we need to bring to the COP process" so "it's key to take a territorial approach". 🌟 An insightful statement by Leonildes Nazar (Institute for Climate and Society): "what drives people to take action is not policies, it's how they connect and how they feel" followed by a vital question: "How do we build hope and belonging?" 👏 A fascinating conversation on how to unlock progress on climate through implement of Action for Climate Empowerment (ACE) from the earlier event at #COP29 that we co-hosted with WWF-Australia and Climate Action Network Australia The panelists showcased the experiences of communities, NGOs and government in 6 ACE elements, and how they can supercharge climate progress: 1. climate change education, 2. public awareness, 3. training, 4. public participation, 5. public access to information and 6. international cooperation. Top takeaways: 🎙️ To make sure meaningful public participation we need to bring in tools like storytelling. 📍 We need to give more leadership and ownership to community leaders when it comes to elements of ACE, especially public participation. 👥 There needs to be bottom up as much as top down approaches to the ACE elements. 🏙️ For education and access to information we need to build social infrastructure that enables us to do it from central hubs like cities to rural areas - social structure needs to be developed for the information to flow. 💰 There is a real need resourcing for training, mobilisation and education. 🌏 International co-operation is crucial and countries like Australia have a real opportunity to be an exemplary in this space as it is in a unique position to start this regionally and scale up. It’s a big deal that the UK is committing to reducing its carbon emissions by 81% by 2035 (from 1990 levels) - as recently recommended by the Climate Change Committee. The PM Sir Keir Starmer is keen to emphasise this is not about telling people how to live their lives. It’s about lower bills, energy independence and new jobs. So what does this mean for people watching events at COP from the UK? The new Nationally Determined Contribution (NDC) will directly impact the policy choices we make. Ambitious targets mean we need to keep up with our plans to roll out renewable energy at speed. This means attracting investment and creating jobs in the technologies of the future. Being ambitious also helps shape the tone of global climate negotiations. The world is crying out for bold climate leadership. We hear that from people in the UK. We hear it even more loudly from leaders whose nations are on the front line of climate impacts. The UK has been one of the highest historical emitters of greenhouse gases (GHG). We should rightly be taking the lead in our ambitions to decarbonise. Cutting back on GHGs will also help combat climate disasters closer to home, like flooding and heatwaves. Most importantly for the work we do here at Climate Outreach - meeting our NDC targets won’t be possible without people being involved and inspired about how they can play their part. Whether it’s insulating homes, building greener businesses, or supporting clean energy infrastructure locally, people are at the heart of the next decade’s climate action. Just last week the UK’s new energy network operator (NESO) said that getting clean power by 2030 is possible, but only with active public consent. That’s why the government urgently needs a public engagement plan as cutting-edge as all its other delivery plans. We are ready to help them shape and deliver this.
