National Energy System Operator has released its report, Clean Power 2030. The report outlines how clean power is a huge challenge but is achievable for Great Britain by 2030. Guy Newey, CEO of Energy Systems Catapult, welcomed the government’s commitment to decarbonising the power sector and highlighted the Clean Power 2030 report’s focus on key system challenges. He commented: “We support the government's commitment to accelerating the decarbonisation of the power sector, an essential milestone on our journey to Net Zero. The Clean Power 2030 report from NESO shines a light on the significant systems-level challenges we must address to reach this ambitious goal. Achieving a clean power grid will require a fundamental enhancement in system flexibility, including both storage and demand-response measures. Alongside these, we must urgently build out grid capacity while implementing market mechanisms - such as zonal pricing, as recommended by NESO - to ensure this capacity is used as efficiently as possible. This will not be easy. To build the huge amount of grid infrastructure needed to meet the 2030 target will be a mammoth task - requiring financial, regulatory, and public opposition hurdles to be overcome. “Delivering Clean Power 2030 is not simply a target - it’s a call to action. We need a coordinated policy framework that addresses these interlinked system challenges head-on, ensuring that all parts of the energy ecosystem are aligned. This means policies that actively support the expansion of grid infrastructure, incentivise flexibility, and send clear signals to markets to drive sustainable investments in clean power technology. Zonal pricing, in particular, has the potential to provide more precise, location-based price signals that encourage the most efficient use of renewable energy and grid capacity across regions. Electricity market reform is inevitable. But how do we get there without risking investor confidence? Commissioned by Octopus Energy, our latest report, ‘Transitional Arrangements for Electricity Market Reform’, sets out recommendations for how to protect investment while reforming the electricity market. We’ve proposed a package of investment protections including: ⚡️ Amending Contracts for Difference. ⚡️ Mitigating ‘volume risk’ and exploring ‘locational price risk’ protections. These reforms can be delivered within this parliament. "Getting investment protection right is essential to a successful transition. This report provides a crucial piece of the puzzle, striking a balance between investor confidence and delivering consumer benefits" says Tom Luff, Practice Manager for Electricity Markets & Policy at Energy Systems Catapult.
