Three thoughts on the NPPF and the fundamental role design plays in creating better places: 1) The real value of design goes way beyond ‘beauty’ Many local authority planning officers have told me that the inclusion of the word ‘beauty’ in the NPFF is not helpful. It makes it more difficult to objectively assess schemes and too easy for design to be dismissed as ‘subjective’. Design also goes beyond form and character. It is an enabler of healthy, sustainable places that connect well to their surroundings, encourage walking and cycling and promote social interaction. Design should therefore be referenced not only in Section 12 but throughout the NPPF to reflect its transformative power. 2) Local authorities must be empowered to demand better The private sector can deliver excellence – there are any number of exemplary projects to point at. Developments that prioritise quality, energy efficiency, enhance biodiversity and foster social cohesion while still being economically viable lift standards locally. The NPPF should therefore explicitly empower local authorities to demand the best from developers. Local authorities often think applicants want flexibility. They don’t, they want clarity – and the NPPF must encourage planners to be clear about their expectations from the outset and drive quality through constructive dialogue. This will not only raise standards but also give the development sector the confidence to invest in delivering quality. 3) Design review should be given the recognition it deserves Design review is included as one of several design management tools in the NPPF. This undersells just how significant a role it plays in helping local authorities and their stakeholders deliver well designed places. Its value is proven, and it should be positioned in the NPPF as a fundamental means of supporting the delivery of well-designed places, working in parallel with design coding.
