Tibbalds Associate Director Rob Moorhouse gets to the heart of housing delivery in the latest edition of The Planner RTPI, discussing the challenges and opportunities within the government's latest planning proposals. “Total housing numbers are one thing, but the closely related issues of affordability and quality are at least as important," he says. "There is a risk that the short-term drive for housing numbers, stores up issues for the future, leaving communities in unhealthy and unsustainable neighbourhoods without services and facilities. We have seen this happen under the previous government. Now there is a real opportunity to make the changes needed to deliver quality at pace. “The commitment to a vision-led approach that promotes sustainable transport is good, but this could go further. Active travel (in conjunction with public transport) should be given the same status as BNG and made mandatory on a national level e.g. through measuring a net increase in health impact taking account of the new homes. “Critical infrastructure, such as water, energy or public transport should be considered on a regional level. Local Authority boundaries often do not align with travel patterns or access to employment as people's lives are not bound by plan making boundaries. So while the government has recognised that ‘local leaders are best placed to identify the infrastructure that their communities need’, this recognition needs practical application that supports good growth. “Delivery challenges need to be resolved, so that permissions can be delivered at pace and in affordable ways." Celebrating 21 years Today, Tibbalds Planning and Urban Design is celebrating its 21st birthday, a milestone that feels as much about the people who have been part of our journey as it is about our achievements in creating people friendly places. It's a moment to reflect on where we started, the values that have driven us forward, and the many people who have contributed along the way. A Legacy of People Friendly Places Our story doesn’t just begin in 2003 – it goes all the way back to the mid-1970s with Francis Tibbalds and others who laid the foundation for the urban design and planning principles that guide us today. They remain as relevant now as ever as we see an emerging re-focus on new towns and good growth. For us, the real turning point came 21 years ago, when Tibbalds Planning and Urban Design was created, taking on the Tibbalds name and legacy. From day one, our focus has been on seeing planning and urban design as indivisible, as key and intrinsically linked elements of how we make good places including how they work socially, how they respect the planet and how they will support and meet the needs of those they are created for. The leadership of the founding director team, Hilary Satchwell, jennifer Ross, Jane Dann and Sue Rowlands, alongside the late Andy Karski, shaped the direction of this new practice and allowed us to build something special. Many people have been part of this journey and we have a lot to thank them for. Their care, passion and direction have driven our collaborative approach, where we seek to creatively solve challenging problems to support the delivery of quality buildings and places. It has not always been easy – and there have been some robust discussions on the way. But a positive approach to planning from strategy to delivery, alongside a careful understanding of the places we work, and supporting communities has always been central to our success. In this busy world, we should pause for a moment and celebrate it. Raising a Glass to the Next 21 Years So, as we celebrate, it’s not just about what we’ve done – it’s about what’s ahead. We’ve always had strong opinions, and that’s not going to change. Go ahead for South Kilburn masterplan housing. Brent Council, advised by Tibbalds Planning and Urban Design, has been given the go ahead for 250 new homes within the South Kilburn regeneration area. The replacement of Hereford House and Exeter Court forms part of the South Kilburn Masterplan, which aims to transform the area into a sustainable and mixed neighbourhood for new and established residents. The proposal would see the existing Hereford House and Exeter Court buildings demolished and replaced with four new residential buildings ranging from 3 to 13 storeys, providing 250 new homes. A new public urban park will be delivered along with a total 190 trees planted across the development site. Of the 250 new homes in this phase, 121 will be affordable homes at social rent and have been designed to provide new, high-quality housing for residents currently living in blocks planned for redevelopment in the next phases of the masterplan. The scheme will also deliver a new, high-quality local park for residents and visitors to enjoy, as well as a number of commercial units to meet local demand and add to this vibrant mixed-use regeneration. Councillor Shama T. Cabinet Member for Regeneration, Planning and Growth, at Brent Council said: “This is a major opportunity to turn a currently under-utilised area into a thriving, rejuvenated community. This scheme will provide local families with safe and secure homes in the area.” Tibbalds provided planning consultancy services and input to the project, submitting the application on behalf of the Council. Karakusevic Carson Architects are the lead architects and masterplanners working closely with landscape architects Periscope. Other members of the design teams include structural engineers Momentum Structural Engineers, mechanical and electrical engineers Max Fordham LLP. Lizzie Le Mare, Director at Tibbalds, said: “Brent Council is continuing to make progress on the South Kilburn masterplan, helping to meet local housing need with a regeneration programme focussed on long-term quality of living for existing and new residents. Tibbalds' work for the States of Guernsey to produce a Harbour Action Areas Local Planning Brief has this week been published for formal #consultation ahead of a #planninginquiry, planned for Dec. This important addition to the island’s #planningpolicy will shape the #future of the harbours at St Peter Port and St Sampson. The document outlines new planning policies, provides guidance, and establishes a high-level vision for transformation in these 2 key areas over the next decade. Tibbalds, as lead consultant, working for the Development & Planning Authority has been supported by specialist consultants AspinallVerdi - Property Regeneration Consultants, Momentum Transport Consultancy, Beckett Rankine, Expedition Engineering Ltd, and Fisher Associates. Our #leadership and #collaboration with the team and a broad range of key stakeholders has been key in driving the project forward. Since being appointed in summer 2023, Tibbalds has taken the project through a range of stages including #stakeholder and #community #engagement, and working closely with our expert team to build a strong evidence base for the LPB. This groundwork has been crucial in shaping the document and its spatial strategy, ensuring that it aligns with the needs of the harbours and the island. Our approach is rooted in a strong understanding of the key issues facing these harbours today, how they function and what they need for the future. We’ve considered the harbours’ vital roles in serving the island, from water access and leisure activities to industry and tourism. With both islanders and visitors in mind, our strategy carefully balances these diverse demands. At the heart of our vision is resilience and in particular the needs of people as they move around and spend time within the harbours and the adjacent main towns. From decarbonization and climate change to economic shifts, we’ve worked to anticipate a range of future changes and needs for these important areas over the next decades. We’ve looked closely at how people use the harbours, the infrastructure they’ll need, and how the land that is available can allow growth and transformation whilst keeping the harbours safe and meeting the needs of the island. The LPB itself is structured around 6 key themes, focusing on harbour resilience, supporting the marine sector, expanding land use, celebrating culture, tourism, and heritage, improving movement efficiency, and ensuring climate resilience. These themes are the backbone of the LPB, linking to 18 new planning policies and two proposals maps. Following 2 stages of pre-inquiry consultation the next milestone will be the inquiry this Dec, with the hope that the LPB will be adopted as a formal amendment to the Island Development Plan following the States Debate in April 2025.
