Australia is seeing an increased demand for digital signalling to improve capacity, safety and integration on our networks. Network Rail's Signalling Equivalent Unit (SEU) is a methodology used to estimate the cost and time required for undertaking asset renewals and delivering new schemes. It enables quick and reliable estimates for new signalling schemes and upgrades and has been continuously refined over the past decade. SEU estimating associates generic cost to each asset in a deployment, developed using historical data. An SEU cost considers design, delivery and asset cost, and can cater for full or partial signalling renewals, and for conventional or European Train Control System (ETCS) signalling technology. This makes it easier and faster for railways to compare options and price railway improvement initiatives. Network Rail Consulting (NRC) has extensive experience in applying SEU methods to renewal estimates, helping to both justify business cases and monitor costs over time.
