With the release of the new Social Value Model, we thought now would be a great time to break down how it differs from the Social Value TOM System™ and how the two work together! 🔹 The Social Value Model is a qualitative framework that helps central government buyers prioritise the right Social Value outcomes in procurement. It guides decision-making but doesn’t track or quantify impact over time. 🔹 The TOM System (Themes, Outcomes, and Measures) is a measurement standard that translates Social Value commitments into tangible, reportable outcomes - expressed in both units (e.g., hours of training provided) and a Social Value £ figure. It’s widely adopted across the public sector and complements the Social Value Model by turning intentions into measurable results.
