After 15 years of adventures at the Greater London Authority, including numerous excursions into parallel public and private roles, over the next few months, I'm leaving one of the very best jobs in public finance to follow my longstanding ambition to use my professional skills in support of collegial education, a system to which I owe so much and which sits at the confluence of my academic and social passions. I'm honoured and delighted that the fellowship of Corpus Christi College, University of Oxford have elected me as their next Bursar. It has been my enormous privilege at the GLA to enjoy unprecedented support and autonomy to contribute to, and in many cases create and lead, meaningful social and financial impact for London, my adopted and beloved city, be that in successful financing of vital infrastructure or making our cash work harder in support of public services and protecting taxpayers' funds from the ravages of inflation. Creating London Treasury Limited has been an enduring highlight, providing a professional hub of expertise and consolidating the management of the GLA Group (and partners') treasury balances into our unique liquidity partnership, LTLF, with all the attendant outcomes of resilience and improved net returns. I am deeply moved by the evolution of the team and the dedication and skill of excellent people who have decided to join and stay. The expansion of our reach to the funding gaps in London VC and green finance (eg the amazing London Edge fund we've launched with SDCL) add to the opportunity for impact. I can't recommend the opportunity to take the reins highly enough. My dual role as the firm's CEO and as a GLA official is being separated, which will widen the field and make it a slightly more manageable prospect - do reach out to us through Black Swan Group if you're interested. I have too many thanks to mention, but for anyone who has read this far, the extraordinary professional generosity of colleagues and peers in the world of local government, the #LGPS in particular, and the asset mangers and advisors who support us make it an excellent choice for anyone who wants to seize opportunities to make a difference and life-long friendships. I am truly grateful for the mentorship, support and kindness I've received to get here, and look forward to staying in touch.
London Treasury’s evolution continues in 2025 as we announce that our CEO, Luke Webster, steps down from his dual role here and as CIO of the Greater London Authority, to become the next Bursar of Corpus Christi College, University of Oxford. Over the next four months, Luke will be leading the recruitment of the next CEO, now a freestanding role, supported by the Black Swan Group and our internal team, with details to follow shortly; in parallel, the GLA will announce the arrangements for succession for the new role there. We look forward to meeting interesting candidates for this outstanding opportunity to lead a vibrant firm delivering excellence for Londoners in our four key business areas: - Our £4bn flagship alternative investment fund - Local government treasury services - London-based venture capital - Green finance and impact investment
