Another month, another success story for electric vehicle registrations in the UK 🎉 🎉 🎉 The market is thriving and the ZEV mandate is doing its job. Carmakers look set to hit this year's target, with the flexibilities taken into account, thanks to this fantastic bit of regulation. The UK sold almost 30,000 electric #vehicles in Oct and for three straight months now, the share of car sales being 100% #electric was over 20%! That's a fantastic achievement. Overall, the share of new #car #sales this year is over 18% this is the number required for carmakers to meet this year's #ZEV target when flexibilities are taken into account. Many #manufacturers are running a surplus of credits with others making progress to close the gaps. Overall the share of new #car #sales this year will be above the 18% needed when flexibilities are taken into account and wider flexibilities and #credit #trading for the others where they are needed. In spite of this carmakers are still taking quite a #negative perspective. These figures are a call for #optimism and show what solid regulation looks like. Carmakers should strike that #optimistic tone too. And with many of them moving to offer #smaller, more #affordable models to the UK market next year, they should really look to #capitalise on that #opportunity. Great data work from New AutoMotive. Rumours were #flying before the #Budget that Air Passenger Duty could well be raised and the good news is, it was! Rises for #APD on cheaper seats on shorter #flights have seen some really modest increases. The increases in charges will range from £1 for an #economy seat on a domestic flight to a £29 increase on #premium cabin, (premium economy, business class, and first class seats) long distance flights. The biggest increases have been applied to #private #jets - a whopping 50% increase. All of these increases are fantastic news for the climate, for revenue-raising, and for ensuring #pollution is being paid for. But we can, in fact, go much further across the board in taxing aviation. While Air Passenger Duty is practically the sole #tax on the aviation industry in the UK, it’s not going to massively contribute to the decarbonisation of the sector. Overall these are modest raises and the government needs to go further for #taxation to reflect the full #climate impact of #aviation. That means further raising APD and introducing fuel taxes for aviation. APD, if used correctly, would be able to charge those with the broadest shoulders more for their higher polluting behaviour. That’s because it’s charged according to distance and seating class. Fuel taxation would fall directly on the industry, be linked to pollution, and make fuel taxation more equitable. Currently a nurse or teacher driving to work pays more in fuel tax than the aviation industry ever has. That status quo needs to end. Earlier this year, we pointed out the UK was essentially a “tax haven” for highly-polluting #cars. 💷 💸 💷 💸 💷 💸 In their #Budget the government announced changes to #Vehicle #Excise #Duty which will widen the “#tax gap” between an #EV and a #fossil #fuel #cars. This will help EVs become a more attractive choice to new buyers. The changes only represent a small jump compared to how much we are #taxing different bands now. The #government doing this suggests that they are open to finding more ways to ensure bigger, more-polluting vehicles are having the damage they cause factored into their tax. BUT, we’ve not solved the problems completely. We’ve moved up just two rankings when it comes to taxing one of the most-polluting cars on our #roads, the BMW X5. Even the amount we’ll be taxing the average petrol SUV C pales in comparison to our #European neighbours. Overall then, the rises are quite modest. And that’s a problem because the UK has the fifth highest share of #SUV sales in #Europe. These cars are highly-polluting and pose safety concerns to other #drivers, #cyclists, and #pedestrians. We need to ensure that people have small affordable EVs available to them so they feel confident in making the jump. The elephant in the room in yesterday's #AutumnBudget was the continuation of the 5p cut to #fuel #duty and the extension of its freeze. It will cost the taxpayer £3 billion next year alone. As the Office for Budget Responsibility outlines below with a graph that really embodies the discord fuel duty freezes and #cuts have caused in the UK, it has been a case of repeated missed opportunities. This new #government continues to make the same mistakes as the previous one. As the RAC pointed out in August, the 5p fuel duty cut was doing nothing for drivers, mainly being pocketed by fuel #retailers who already have record profits. The cut cost us £2.4 billion but just 4.6% went to the poorest decile in the #UK. This decision is all the more baffling considering the massive 50% bus price cap increase to £3. As New Economics Foundation has outlined, the yearly price cap cost was £300 million, a tenth of the £3bn cost of fuel duty decisions. Scrapping the cut and freeze would have raised crucial #revenue at a time where it's much needed and could have secured low prices for #buses. Instead the poorest in our society will see no benefit and fuel retailers' with record profits will continue to reap the benefits. Big news from the UK (still the second biggest car market of Europe). In the new Autumn Budget the gov announced the following on car tax: 1️⃣ Acquisition (i.e. purchase) tax will be doubled for polluting petrol cars (as of 75gCO2/km) 2️⃣ Benefit in kind (BiK) rates for plug-in hybrids (1-50 gCO2/km) are increased substantially (see graph). Right choice as PHEVs (esp company cars) are hardly charged and basically fake EVs 3️⃣ Battery electric cars will continue to benefit from lower BiK rates, also after 2028. Important to create this long-term certainty as the corporate cars market is driving BEV sales in the UK All in all this is a great policy move, applying the polluter pays principle. Example for many countries (Germany, are you listening?) I still see room for improvement in starting to increase BiK rates for expensive BEVs as of end 2020s. Gov will need more revenue and would be a great way to steer the EV market towards more affordable models (also for used car buyers) A big congrats to my colleague Ralph Palmer and the whole Transport & Environment (T&E) UK team who have played a major role in getting this over the line!

The Chancellor’s first #Budget was an absolute flying start for #transport and the #environment. The transport sector is the highest-emitting sector in the UK and the #Chancellor has recognised that it presents a plethora of opportunities to both raise #revenue and #invest in the UK becoming a #clean #energy superpower. While there are further opportunities left to seize, it's certainly been a step in the right direction. Vehicle Excise Duty differential between polluting and #electric #cars has been too small for years. In fact, the #UK currently has one of the worst differentials in #Europe. So widening the differential is exactly the right move. The future is electric and this will mean #tax policy aligns with that. Preferential rates for electric cars through the UK’s very successful Benefit-in-Kind policy being extended is a smart decision to sustain EV demand for the years to come - as analysis by us earlier in the year found that it was really driving electric vehicle #registrations in the #corporate sector. A £2 billion investment in the #automotive sector is a boon to a crucial #manufacturing arm of the UK and will help secure the #gigafactories that will be the backbone of the UK’s burgeoning #battery industry, which will deliver #growth and #green, high quality #jobs. Air Passenger Duty being raised is the right choice. The cost predominantly falls on those with the broadest shoulders and those who f#ly the most. That combined with the sharp increase applied to #privatejet flights, the UK’s aviation taxes will better reflect the huge environmental cost of flying but she’ll still need to go further to address its true cost. The Chancellor has taken an important step in accepting the responsibility the government has in safeguarding the climate for the country’s future. It's fantastic to see the government invest in developing 11 brand new green #hydrogen projects. Zero-emission, hydrogen-based #fuels are essential in reducing emissions from, and securing the future of, the aviation and shipping industries - this will mean good, green jobs that will fuel the growth of the UK’s green economy. A major missed opportunity is finally applying the #polluter pays principle to shipping and charging the sector for its emissions. Great new analysis out by Fraunhofer ISI and ISE for Transport & Environment (T&E) that shows the potential of using EVs to store energy & feed back to the grid via bidirectional charging. By maximising the potential of bidirectional charging, the EU and UK can bring energy system costs down, enhance grid stability, and accelerate the renewable energy transition. For the UK: 💷 Bidirectional charging could save a family of four UK household hundreds of pounds per year - £190 for those without rooftop solar, £380 for those with rooftop solar. 🔋 By storing excess renewable energy, the UK’s EV fleet could contribute up to 3% of the UK's annual power supply. This would make EVs the sixth largest power ‘supply' in the UK. 📉 Bidirectional charging could help the UK energy system save £2.25 billion a year by 2040, and up to £15bn between 2030 & 2040. However, without common standards to ensure interoperability between all EVs & chargers, the potential of EV batteries & bidirectional charging may not be realised. For a Government with "mission" to make Britain a "clean energy superpower", it's a no brainer to ensure policy is supporting the development & deployment of this technology. Over the weekend the Climate Change Committee gave its formal advice over the UK's next nationally determind contribution (NDC) in 2035. Ed Miliband asked the committee explicitly whether #international #aviation and #shipping #emissions should be included. This was a promising sign that government wanted to get to grips with the knottier aspects of Net Zero. Inexplicably, the CCC has said no. The 2015 #Paris Agreement makes clear that states are responsible for “economy-wide” emissions reductions, and this includes international aviation and shipping emissions. "Passing responsibility for shipping emissions to the ineffective International Maritime Organization and excluding them from the NDC therefore makes no sense - particularly when the UK has already accepted legal responsibility for international shipping and aviation emissions by including them in the 6th #Carbon #Budget." said Jonathan Hood, our Sustainable Shipping Manager. These emissions are going to be a challenge to abate. The sooner we get on with it, the better. By 2030, more than 600,000 e-vans are projected to be sold in the UK according to analysis from Transport & Environment (T&E) and Clean Cities. This mean that UK #cities could implement zero-emission #freight zones in cities across the #UK which would tackle air #pollution and the #climate crisis. The government's ZEV #mandate, which will start to require #manufacturers to sell more zero-emission #vans in the UK, could see #sales accelerated even further. The analysis also shows that by 2026, there will be more e-van #models available than #diesel and #petrol and by 2027 the average price of an e-van will be cheaper than a diesel van. Currently there are 23 e-van models available with a #range above 155 miles, including 3 models with more than 205 miles of range. This means that most #drivers have models at their disposal to carry out their daily drives without needing to #charge once throughout the day. That because on average #company vans drive 109 miles/day and vans carrying g#oods drive more 120 miles/day for business-to-business (#B2B) delivery, and 158 miles/day for business-to-consumer (#B2C) #delivery. The proportion of electric vans currently sold in the UK is around half that in the Netherlands. And they're getting zero-emission freight zones implemented from next year. But with the right #incentives and #policies in place, the Government and city leaders could help #businesses in the UK to leapfrog other European countries in terms of electric van uptake in the coming years. What that looks like is extending the #London #congestion charge exemption, as more than 40 businesses called for at the beginning of October, and contuining the national plug-in #grant beyond spring next year when it is slated to end. Policies are need so that e-vans become the go-to choice for #fleets.
