When the opportunity for kate spade new york to host a Women in Planning London event came up- we jumped at the chance to make use of a high street store to 'anchor' a discussion about the challenges facing our high street. In our changing world; how we interact with the High Street has also changed; and for a Women in Planning CPD event to be held in a high street store is testament to that change- as nicely put by Joanna Turner (Place Shaping Co-Ordinator, Westminster City Council). The relationship between place making and the changing nature of the high street was central to the discussion and as Penny Moss (Director, Avison Young) emphasised by providing the example of Sheffield town centre; the successful High Street ‘anchor’ of today is the Public Realm as its not affected by economic cycles. How we ensure that the public realm is inclusive; making space for some without alienating others is a real challenge but also a real opportunity to shape the ‘third space’ where communities come together to connect, spend (time +/ money) and play. There is no ‘one size fits all’ solution to the problems facing our high streets; as each place is individual so it the solution. Although change is not without challenge in some of London’s most historic locations, in Conservation Areas and immersed with Listed Buildings etc- Rebecca Taylor Planning policy needs to be flexible to keep up with the changing times; Class E has lessened the load of the number of Change of Use applications required along with reducing the risk to potential occupiers; BUT there may be new use that emerge that don’t fit neatly into the box of Class E. Planning conditions also need to be pragmatic to facilitate change in these fluid times. We were reminded that we all have a personal responsibility to spend money in our high street to keep it thriving as there is only so much policy and the market can do to adapt to the changing times! In 2024, high streets face significant challenges, including changing consumer habits, high business rates, vacant properties, planning restrictions, economic uncertainty, and safety concerns. Last night, Women in Planning hosted a panel discussion that explored how these issues are being tackled through innovative solutions from local authorities, the private sector, and the planning system. Ideally, local planning authorities and long-term landowners could collaborate to create accessible, safe, and welcoming spaces by incorporating greenery, adaptable infrastructure, and enhanced public realms to increase footfall. However, many high streets lack the financial resources required for such redevelopment. The often rigid planning system can delay progress, though the introduction of Use Class E has helped streamline the process by allowing flexible changes in response to shifting consumer needs. The panel also emphasized the importance of local residents supporting their high street, whether through shopping or visiting cafes, to keep these areas vibrant. In summary, a collective vision, community engagement, and innovative strategies are essential for building sustainable high streets in the future. How we interact with the High Street has changed, and for our Women in Planning CPD event to be held in a high street store (Kate Spade) is testament to that change. Tara Cozzi-Lepri and her team at kate spade new york in Covent Garden generously hosted us on Tuesday for an evening discussing the challenges facing our high streets accompanied by prosecco, nibbles, networking and shopping. Newsteer Real Estate Advisers kindly co-sponsored the evening and Jessica Wilson (Planning Director at Newsteer) chaired the lively discussion. Penny Moss, Rebecca Taylor and Joanna Turner shared insights about the changing nature of the high street - the successful High Street 'anchor' of today is the public realm as its not affected by economic cycles. By emphasising place making and public realm, there is an opportunity to shape the 'third space' where communities come together to connect, spend time and/or money into a more inclusive place. This is also done most successfully when swathes of the High Street and Public Realm are in singular ownership as there is often a shared re-imagined vision and a willingness to fund the change.
