Support for 6 GHz at WRC-23 from countries representing 60% of the global population showed the scope for ecosystem scale, and more countries are expected to join the global harmonisation at WRC-27. The GSMA now asks governments to identify the 6 GHz band to mobile/IMT in their national tables of allocation. We also ask that they publish a roadmap, after consultation with industry, regarding spectrum assignment. Where demand for spectrum is high for unlicensed usage, it is typically high for licensed mobile. High data demand is driven by digital uptake, network speeds, and local consumer expectations. In highly digitalised markets, data demand is typically higher across both fixed and mobile. This means that assigning more spectrum for unlicensed applications does not eliminate the need for licensed mobile spectrum. Pakistan is preparing for the introduction of 5G. A clear spectrum roadmap, coupled with effective spectrum pricing, is crucial to incentivise investment in network infrastructure and services. At the GSMA’s Digital Nation Summit in Islamabad on 7 August, Yishen Chan, Director Spectrum APAC, and Jakub Zagdanski, Senior Economist, conducted a spectrum workshop for government stakeholders in Pakistan. The key takeaways from our workshop titled “Spectrum policy for Digital Pakistan: enhancing capacity and affordability” included: - A clear spectrum roadmap paves the way for successful 5G deployment, and this includes making sufficient spectrum across different frequency ranges available to support increased capacity and efficient rollout. - Unsold spectrum in past auctions has slowed down the rollout of 4G in Pakistan, resulting in lost economic growth. For future auctions, modest reserve prices are crucial to avoid the risks of key spectrum bands left underutilised. - New assignment approaches that propose investment commitments in return for more rational prices can lead to better quality of services, expanded coverage and faster adoption, helping lower the broadband usage gap and the digital divide. The GSMA was pleased to participate in the first ATU-African Telecommunications Union Preparatory Meeting for the WRC-27 cycle in Maseru, Lesotho. Regulators can now adopt WRC-23 decisions, identify their needs for the new cycle, participate in international regulatory processes, and plan their roadmaps to allow citizens and industry to get the full value from connectivity. The GSMA's Kamal Tamawa took to the main stage to present "Mobile Evolution: Delivering Connectivity in Africa towards 2027." The GSMA, in partnership with GSA (Global mobile Suppliers Association), was also delighted to organise a trip to Thaba Bosiu Cultural Village and welcome ATU delegations to our joint reception. It was great reconnecting with stakeholders across the African region and discussing expectations for WRC-27. On 23rd July, Luiz Felippe Zoghbi, Spectrum Engagement Director at GSMA, spoke at GSOA workshop hosted by National Telecommunications Regulatory Authority (NTRA) of Egypt. The workshop explored the potential of direct-to-device (D2D) connectivity and the technological and regulatory challenges that must be addressed. 📌 Key takeaways from his intervention include: 📊 38% of the global population lives within mobile broadband coverage but is not using it (the usage gap), and 5% still need to be covered by mobile broadband (the coverage gap). 📶 The mobile industry has shown great success covering 95% of the world's population, and support is welcome to reach the other 5%. Through collaborations with mobile operators, satellite operators can provide connectivity services directly to mobile devices in those non-covered areas. 🔄 A comprehensive regulatory framework is needed to ensure that the terrestrial services remain free from interference and continue to deliver mobile services seamlessly. 🛰️ Debates continue about the spectrum ranges for D2D, and a solution to accommodate the diverse needs of mobile and satellite players is needed. WRC-27 and cross-border agreements are key to make it a reality.
