About us
For 20 years, the Africa Center for Strategic Studies has served as a forum for research, academic programs, and the exchange of ideas with the aim of enhancing citizen security by strengthening the effectiveness and accountability of African institutions. By strengthening the capacity of Africa’s security sector institutions and providing evidence-based strategic guidance to U.S. policymakers, the Africa Center is enhancing security for African and American citizens. Academic Programs: The Africa Center’s academic programs examine strategic insights and analyses that can inform practitioners and policymakers on Africa’s security challenges. The Center has held more than 150 multilateral programs involving some 15,000 participants from every country on the continent, and our alumni include nine heads of state and more than 200 cabinet ministers and ambassadors. Community and Alumni Affairs: The Africa Center community is a global network of 7,000 professionals who have participated in an Africa Center program. The Africa Center works to maintain the relationships forged during programs to facilitate dialogue, information sharing, and networking. Research: The Africa Center’s research publications practical, policy-relevant analyses with the intention of generating publicly available, evidence-based insights of contemporary and over-the-horizon security issues. African authors account for at least half of these research products, facilitating an exchange of views on effective strategies and practices for advancing Africa’s security. The Center also assists in strategic planning processes, including national security strategy development, maritime security cooperation, security sector reform, and security sector institutional strengthening, among other areas.

The dominant issue in next month's presidential and legislative elections in Mozambique is the ruling FRELIMO party’s growing sense of entitlement and impunity. This is an attitude observed by other liberation parties in southern and eastern Africa, exhibited in recent elections in Zimbabwe and Uganda. It also reinforces an effort to normalize dominant party systems in Africa, following the model of China’s Communist Party. The lack of a competitive multiparty system eliminates a central element of democratic self-correction. It also fosters a sense of impunity on the part of FRELIMO, developed from years of controlling all major state institutions, that it can effectively do whatever it wants with little risk of losing power. This has contributed to Mozambique’s persistent underperformance in recent years. A governance model that systematically disenfranchises citizens while leaving little legal recourse, can only increase prospects for instability. https://lnkd.in/e6N7xFdT

While China offers African countries some opportunities to advance their interests on the global stage, Beijing's interests and activities do not always neatly converge or even agree with Africa’s global vision. African countries helped create the rules that govern the current international system, and are among the most steadfast supporters of the UN, favoring institutional reforms to make it a more effective, equitable, and inclusive international system. Historically, African countries have used their representational strength as the largest single voting bloc to resist efforts to weaken, undermine, or dilute the UN. Instead, they have tried to preserve the integrity of the UN system, address its shortcomings, and make it more responsive to African and Global South concerns. Despite efforts by some members to the contrary, Africa’s common position on international system reform places emphasis on improving the UN’s capacity to independently investigate human rights abuses and a stronger commitment to the Responsibility to Protect principle. While rising powers like China and others offer African countries some opportunities to advance their interests on the global stage, Chinese interests and activities do not always neatly converge or even agree with Africa’s global vision. It is therefore imperative that African countries not lose sight of their interests even as they expand their engagements with a range of international actors.
