Boulders and Earthwork and Dozers, Oh My! Progress is well on its way for KOZ on 4th Avenue, a workforce housing project near downtown Spokane, following the groundbreaking August 12. Currently, our crews are in the process of roughing in underground utilities as well as prepping for shoring and footing excavation.

Upon completion in April 2026, Pasco Aquatics Center will be NAC’s largest aquatic-focused construction project ever. The indoor portion of the project will include a variety of water features, including a lazy river, water slides, basketball hoops, a vortex and social alcove off the river, and a children’s play area with zero-depth entry. Outside, the Aquatics Center will feature additional children’s play areas, and unique amenities such as a wave-ball court, a climbing wall, and a mini ninja course. Surrounding the 4,700 square-foot pool will be plenty of seating and gathering areas for the community to enjoy. Phase II will add, at minimum, an indoor 8-lane 25-yard lap pool with spectator seating interconnected to other amenities, two beach volleyball courts, and pickleball courts. Water Technology, Inc. Growing up on Spokane’s south hill, project manager David McNeill was always aware of Bouten Construction. Before founding Bouten Construction Company in 1944, Gus Bouten spent a decade building homes for some of Spokane’s more prominent citizens. And the one he built in 1937 for entrepreneur Irwin Cooke has been nominated for listing on the Spokane Register of Historic Places. Current owner Jolene Delbridge visited us in the office yesterday, and reminded us that the public hearing is tomorrow (August 21) at 3:00 p.m. at City Hall, which you can attend either in person or virtually. It couldn’t be a better week for landscaping, and thanks to our friends at Clearwater Summit Group Inc., our Avista Metro Substation project is looking good. The new facility will not only serve half of downtown Spokane's commercial and residential customers (with room to expand), but also help revitalize the area.
