Her leadership in public sector HR extended beyond San Marcos, influencing best practices across Texas and the nation. In 2022, she was recognized as the Texas Municipal Human Resources Management Professional of the Year—a testament to her impact. “The City of San Marcos is committed to recruiting and retaining dedicated employees to serve the community, and Linda’s work throughout her career has been crucial to that mission,” said Assistant City Manager Rodney Gonzales.   • 📚 After nearly 37 years of service, Library Director Diane Insley has officially retired from the San Marcos Public Library as of March 7, 2025. Since joining the City of San Marcos in 1988, Diane has been instrumental in expanding programs and services, most notably leading a $14.75 million bond project that added 28,000 square feet of modernized program and meeting spaces. “Diane’s vision has helped the library grow and evolve to meet the community’s needs, and we are grateful for her service and dedication,” said Assistant City Manager Joe Pantalion. Beyond her leadership in library services, Diane has strengthened partnerships with San Marcos CISD, Austin Community College, and Texas State University, reinforcing the library’s role as a vital educational resource.
