About us
The Equity in Infrastructure Project (EIP) exists to improve public contracting practices by creating more opportunities for Historically Underutilized Businesses (HUBs) to build generational wealth and reduce the racial wealth gap by creating more prime, joint venture and equity contracting opportunities for these firms. Through our Pledge, EIP works to secure commitments from public agencies to increase the number, size and scope of contracts going to HUBs by facilitating access and reducing barriers to compete for business. EIP was founded by Denver International Airport CEO Phillip A. Washington, former US Deputy Secretary of Transportation John D. Porcari and others in anticipation of the $1.2 trillion Infrastructure Investment and Jobs Act and to answer President Biden’s call to leverage infrastructure spending to build wealth in underserved communities. EIP receives generous support from Social and Environmental Entrepreneurs, Social Impact Fund, HNTB and The James Irvine Foundation. Initially, five First Mover agencies joined to help shape the pledge, identify initial projects of interest and prove the concept. They are: -Chicago Transit Authority – Dorval R. We remember and honor the legacy of the 2,977 victims who perished on September 11, 2001 in New York, Virginia, and Pennsylvania. We are grateful to the first responders, and the men and women in public transportation who bravely evacuated thousands and then worked to rebuild.

This morning, American Public Transportation Association President and CEO Paul Skoutelas welcomed APTA members to town for the association's 2024 Legislative Advocacy Fly-In. APTA business members, transit agency CEOs, and transit board members will spend the day on Capitol Hill meeting directly with more than 75 Members of Congress and staff, stressing the urgent need to fully fund public transportation as authorized in the Bipartisan Infrastructure Law. At the Equity in Infrastructure Project (EIP), we are committed to transforming the landscape of public infrastructure contracting. Our mission is to build generational wealth and reduce the racial wealth gap by creating more opportunities for small, minority, women, and veteran-owned businesses. The Coalition of the Committed now consists of 74 infrastructure-related businesses, public agencies, and NGOs, all dedicated to dismantling the barriers that have traditionally hindered these businesses from competing effectively for public contracts. By increasing competition, we’re not only opening doors for Historically Underutilized Businesses (#HUBs) but also delivering savings to taxpayers. Businesses like Global Electric are prime examples of how our initiative is making a difference. With support from our coalition, they’ve navigated complex contract processes and secured major projects, all while contributing to local economic growth. And as #EIP Co-Chair and Co-Founder Phil Washington noted, "We see this as an economic development tool, to increase competition to do infrastructure work in this country. If we knock down some of the barriers for historically underutilized businesses, then they can compete." Yesterday, Community Transit pledged its support for the Equity in Infrastructure Project (EIP). The pledge, signed by CEO Ric Ilgenfritz, reflects the agency’s commitment to increasing the number, size, and proportion of contracts going to Historically Underutilized Businesses. In his remarks, Ilgenfritz called on firms and agencies to join in ensuring public investments provide opportunities to firms representing broad and diverse cross sections of local communities. Community Transit is proud to join in this transformative effort alongside the Federal Transit Administration, and local partners including Sound Transit, City of Seattle, Port of Seattle, King County, WA, and others.
