Day Two of GCube’s Advisory Council 2024 in Newport Beach was as packed as the first! We kicked off with Michael Rucker, Founder and CEO of Scout Clean Energy, who highlighted key differences in building and operating renewables now versus 10 years ago. Paraphrasing Michael: "The IRA has triggered a fundamental shift in US renewables, alongside the rapid diversification of technologies." Next, GCube's Phil Pavey shared insights from 5 years of global cargo risks across wind, solar, and storage, focusing on the continuing impact of supply chain challenges in North America. Our "Arrested Development: Tackling Complex Construction Claims" panel featured Rosa Van Reyk and Darren Askari from GCube, Charles Klehr from Charles Taylor Adjusting, and Timothy Dowden from J.S. Held LLC. The discussion centred on how underwriting and claims expertise can help address complex construction claims, particularly in Delay-In-Start-Up (DSU) scenarios. The final panel saw Haney Swidan from Moore-McNeil, Alejandro Lopez-Jensen from NORD/LB, Pete Conway from Aon, and Michael Galea from GCube. The takeaway: Lenders in project and structured finance increasingly prefer enhanced insurance coverage, given today’s evolving risk landscape in renewables. The biggest challenge? Negotiating reasonable coverage limits! We’ve concluded the first day of GCube’s Advisory Council 2024 in Newport Beach, CA. This year’s agenda has grown and adapted, offering a dynamic platform for leaders in the US renewables insurance sector to discuss the latest market developments and risks. While it’s difficult to capture every important discussion from Day One, here are a few key highlights: Our CEO, Fraser McLachlan, opened with an overview of the global renewables insurance market, noting that we’re in one of the fastest-growing phases for renewables. While the future is bright, risks remain that could hold the industry back. John Leonti, Partner at Troutman Pepper, delivered the keynote on the impact of the Inflation Reduction Act (IRA) on the US renewables market, highlighting its success in positioning the US as a key global player. The next administration will need to focus on supporting transmission and emerging technologies. The ‘Batteries Not Excluded: Getting Comfortable with BESS’ panel featured Landis K., GCube, Roberto Benzan, a specialist global risk management, and Geraldine Kerrigan, CAC Specialty, discussing insurance challenges for BESS. During the panel, Roberto Benzan and Geraldine Kerrigan noted that fire risk is somewhat exaggerated and outdated, as the industry has done well in recent years to address this issue. However, Landis K. emphasised that from a liability perspective, fire remains a key concern, with significant consequences for large-scale BESS projects. Finally, Roy Muñoz and Chris Bender from GCube led our fireside chat, ‘Better Call Roy,’ where they explored some of the most unique and challenging global claims from the past 12 months. The pair provided a unique insight into renewables losses caused by unusually severe weather in the UAE in April 2024, emphasising how a lack of weather stations in the region contributed to misunderstandings about local weather patterns. The blade failure at Vineyard Wind 1 in July was an example of the concerns voiced by offshore wind insurers regarding the trend towards bigger, but not necessarily better, turbine models in recent years. As an industry, we have seen mechanical breakdown issues, component failures, and serial defects all rise in 8MW+ machines. GCube CEO, Fraser McLachlan, spoke to Stanley Reed at The New York Times about the pace of turbine development and the dearer costs of offshore wind losses which compound the teething problems of deploying ever-larger turbines. Though it is our job as insurers to prepare for the worst, we’ve been encouraged by the lessons the offshore wind industry has learned from such moments, with a sharpened focus on quality control, innovations in manufacturing and installation, as well as the sharing of knowledge globally within the sector. In particular, OEMs have been increasingly forthcoming about their balance sheets and their renewed focus on delivering long-term value to establish a sustainable offshore sector. The build out of renewables projects continues to be jeopardised by contractor error and defects, Nat Cat and extreme weather, as outlined in GCube's latest market insights report, "Arrested Development", published earlier this week. These challenges, both on- and offshore, can lead to delayed project start times and drive a surge in construction claims, which are among the most complex for insurers and asset owners to settle. To mitigate such risks, offshore construction must focus on longer-term sustainability, prioritising successful project outcomes over rapid expansion, supported by a growing pool of skilled contractors and specialist vessels. Meanwhile, the target for onshore construction must be to prevent Nat Cat losses from being compounded by human errors arising from the race to scale up technology. As construction activity ramps up in the coming months, GCube’s core recommendations to renewables asset owners and developers include: · Having a robust baseline project plan supplemented by thorough project monitoring · Understanding the insurance policy and seeking expert advice where required · Developing trusted contacts in the supply chain to ensure quality control The report was recently covered by Recharge.
