We can't fly you to the moon, but we can fly you through the new #HRBTExpansion tunnel. Drone video gives you a quick glimpse inside the new tube where preparations are underway on the new road surface. It's not drivable yet, but we're working on it! And soon Mary The Tunnel Boring Machine will be ready to start mining a twin tunnel. #VDOT #VDOTHR #HRCP #Tunneling #VINCI #DRAGADOS #Construction #Engineering

The HRBT Expansion project will increase capacity, ease major congestion, and enhance travel time reliability.
About us
The Hampton Roads Bridge-Tunnel Expansion is the largest highway construction project in Virginia’s history. This transformative undertaking, scheduled for completion in November 2025, will widen the current four-lane segments along nearly ten miles of the I-64 corridor in Norfolk and Hampton, with new twin tunnels across the harbor. The expansion will increase capacity, ease major congestion, and enhance travel time reliability. Including the construction contract and owner’s costs, the project’s total budget is over $3.8 billion, making it one of the largest infrastructure projects in the country. Hampton Roads Transportation Accountability Commission (HRTAC) is the primary funding agent of the project, which is being financed with regional sales and gas tax collections. Additional funding includes $200 million from the Commonwealth’s SMART SCALE transportation prioritization program (where it ranked first in the following categories: congestion, access to jobs, multimodal access, intermodal access, and travel time reliability), and $108 million from VDOT. The Virginia Department of Transportation (VDOT) is responsible for building, maintaining and operating the state's roads, bridges and tunnels. VDOT is the owner of the HRBT Expansion Project. Hampton Roads Connector Partners (HRCP) is the design-build team delivering the HRBT Expansion Project. HRCP is a construction joint venture consisting of Dragados USA, Vinci Construction, Flatiron Constructors, and Dodin Campenon Bernard. The team also includes HDR and Mott MacDonald as lead designers.

Making room for Mary at the North Island To prepare Mary for her next mining mission, crews had to build out Cell 3 at the HRBT North Island to make room for her trailing gear before tunneling again. Learn how the Team engineered a solution to expedite their schedule and create efficiencies. #VDOT #VDOTHR #VINCI #DRAGADOS #Tunneling #Construction #Engineering

Our everyday #HRBTExpansion hero is getting some well-deserved statewide recognition by #VDOT. Larissa Ambrose, Environmental Manager for the expansion project, was presented with the VDOT Commissioner's 2024 Environmental Stewardship Award! This environmental champion ensures our stewardship commitments are met on a daily basis for the largest, most environmentally sensitive, most publicly visible project in VDOT. Her watchful oversight also makes sure critical resources are not destroyed or permanently impacted. Thank you, Larissa! #VDOT #VDOTHR #HRCP #Tunneling #Construction #Environmentalawareness

The public sees cranes, construction equipment and bridgework as they travel along I-64 near the HRBT. Here's what motorists can't see: All the amazing work going on 65 feet below the road surface. A bird's-eye view of Mary The Tunnel Boring Machine where she sits; her cutterhead flush against the headwall and most of her trailing gantries aligned and in position, ready for round two, a twin tunnel that will be mined in the direction of Norfolk. We're pleased to share this picture because the public can't be on the ground with us every day. This is engineering and tunneling at its finest! This is how #VDOT and our project partners #HRCP are helping to move Virginia forward! #HRBTExpansion #tunneling #engineering #construction

Seniors from across Norfolk made their way to Old Dominion University today for Sheriff Joe Baron’s annual Senior Fest, a day dedicated to senior services. As partners of the Sheriff Joe Baron Foundation, a nonprofit organization serving all Norfolk residents, the HRBT Expansion Team was thrilled to be part of this inclusive effort to inform and engage one of our community’s most resilient populations. Congratulations to Joseph Wang, CCM and Friends of the HRBT on the well-deserved recognition for contributing to the success of today's event!

Members of the #HRBTExpansion team donned their pink today in support of #BreastCancerAwarenessMonth. Every Wednesday in October #VDOT #VDOTHR and project partners #HRCP will be sporting pink to raise awareness, encourage early detection (screenings), and throughout the month we will be raising funds to donate to fight the disease. #ChampionsfortheCause #RaisingAwareness #Construction #tunneling #Engineering #ALLIN
