Traffickers in positions of trust exploit their unique ability to recognize and leverage a victim's vulnerabilities. The Federal Human Trafficking Report tracks defendants in roles such as religious leaders, medical practitioners, teachers, law enforcement, lawyers, and politicians. One such case is Michael Zacharias, a Catholic priest who used his trusted role to form relationships with three young male victims. He exploited their substance addictions, coercing them into performing commercial sex acts in exchange for drugs. In May 2023, Zacharias was found guilty of five counts of sex trafficking of a minor and sentenced to life in prison. His appeal was pending at the end of 2023. HTI, along with numerous other anti-trafficking agencies, met at the Dirksen Senate Building to discuss several pieces of legislation currently sitting before congress, including the reauthorization of the Trafficking Victims Protection Act. Senator Marsha Blackburn (TN), Congressman Burgess Owens (UT), Senator Dick Durbin (IL) and Congressman Tim Smith (NJ) each attended to discuss issues being faced in the response to human trafficking. Tim Tebow also attended on behalf of the Tim Tebow Foundation to advocate for the passage of his new legislation that strengthens enforcement efforts for missing and exploited children. It was a great time to collaborate with other partners, discuss needs and gaps in current enforcement efforts, and share HTI’s data to help practitioners and legislators recognize the emerging trends in domestic commercial sex trafficking and forced labor. #ATIPRoundtable #DecimateTrafficking #AntiTrafficking #TraffickingVictimsProtectionAct

The recent Multi-Agency Task Force meeting on implementing the Standard Operating Procedures (SOPs) for investigating and prosecuting cases of trafficking in persons (TiP) was a significant step forward in combating human trafficking in Uganda. Leaders expressed their appreciation for the collective commitment of task force members and highlighted the framework's importance in aligning fieldwork with international best practices. Various anti-trafficking agencies provided updates on the SOPs' dissemination and implementation, emphasizing the need for enhanced investigative and prosecutorial capabilities. The discussions underscored the importance of open communication, cooperation, and collaboration among various stakeholders. The meeting also focused on training personnel in victim-identification techniques and trauma-informed care practices. These initiatives aim to improve the identification of victims, capture of perpetrators, and securing of convictions.
