Our very own Oana Mermeze attended the annual American Evaluation Association Conference last week, held in Portland, Oregon, and came back with valuable insights to share. The first plenary session of day 1 focused on generative AI and navigating the ethical frontiers in evaluation. The panelists, Olivia Deich, Linda Raftree, Aileen Reid, Ph.D., and Zach Tilton, made the following points: 👨💻 AI is rapidly changing the landscape of evaluation and offers powerful tools to streamline traditional tasks such as automated data analysis, literature reviews, policy analysis, qualitative data analysis, and report writing. However, ethical considerations and cultural responsiveness must remain at the center of AI to harness it effectively and safely. AI tools should complement, not replace, genuine community engagement and understanding of local context. 👩💻 Evaluators must be mindful of the limitations of AI and work towards accountable and equitable applications. This involves critically examining training data and algorithms to address inherent biases in AI models and employing fairness-aware machine learning. 👩💻 A culturally responsive framework is a 9-step circular process that includes: 1) preparing for the evaluation, 2) engaging stakeholders, 3) identifying evaluation purposes, 4) framing the right questions, 5) designing the evaluation, 6) selecting and adapting instrumentation, 7) collecting the data, 8) analyzing the data, and 9) disseminating and using the results. AI tools such as ChatGPT can be used to frame the right questions, and CoPilot AI and Notebook LM can be used to disseminate and use the results. #ResponsibleAI #DigitalTransformation #MonitoringandEvaluation #BiasinAI #SocialImpact

South Asia, home to over a quarter of the global population and one of the world's fastest-growing regions, faces a dual challenge: sustainability meeting its rising energy demands while building resilience to its heightened vulnerability to climate change. With its dense population, economic diversity, and varying levels of development, South Asia presents unique energy challenges. How the region addresses its growing energy needs will greatly impact the global transition to clean energy markets. Advancing clean energy in South Asia can stimulate industry and markets, create new opportunities, and drive economic growth while improving living standards. Through the USAID India Advancing the US-India Partnership Platform Activity, we are supporting RTI International in organizing the South Asia Clean Energy Forum 2024. #ClimateWeekNYC: Young Activists Demands Daphne Frias and Larissa Pinto Moraes of Engajamundo, young women activists fighting the climate crisis, shared their thoughts on collaborative solutions to climate change at Climate Week's The Nest Climate Campus. During the panel, they noted that individualism has no place in addressing climate change, however, decision-makers often push for individualistic approaches. Larisa highlighted the importance of integrating youth-led organizations into discussions on climate finance models to move the work forward. The speakers mentioned the lack of visibility of young people at key events like Climate Week, COP, and the #G20, stressing that their voices must be part of the solution. Additionally, there is little representation of climate activists from marginalized communities, and climate discussions are often held in English, leaving indigenous perspectives lost in translation. #ClimateWeekNYC: Towards Sustainable Cities - Clean Air and Energy Firewood use for household purposes in Ghana contributes to emissions that affect climate change, household pollution, poverty, and inequality, with women and children being most impacted. While liquefied petroleum gas has been identified as an alternative energy source, clean cooking is not widespread, especially in rural areas where firewood is freely available. In contrast, urban households often purchase coal at a high price, making it easier to introduce clean cooking alternatives in cities. Government subsidies are essential for making clean cooking accessible in rural areas, while carbon financing could support the shift to sustainable energy sources. There was an interesting comment made on the floor that in Africa, it is not just about the efficiency of these alternatives, but also about the time, emotions, and cultural beliefs that go into preparing meals for their families using the firewood. Progress throughout the Europe and Eurasia region has been made, but businesses still face challenges with corruption and transparency in public procurement processes. Country examples were given, noting that Ukraine and Albania have relatively strong public procurement systems that can provide best practices for countries such as Moldova and Georgia. The private sector expressed a desire to be involved early in the modernization process, as they are the end users and want their perspectives and expectations to be considered. Day Two of the #ClimateWeekNYC. Local government and business leaders discussed taking a more active role and not waiting for national governments to write policies. Meeting climate targets to transform declarations into real-world action is not about achieving them but maintaining and measuring them throughout. The speakers emphasized that the new era we are in requires bold action in leadership and using existing resources to drive change and implement solutions. Mayor Yvonne Aki-Sawyerr OBE of Freetown, Sierra Leone, and Co-Chair of C40 Cities shared the problem-solving and progress of local leaders and mayors across coastal cities worldwide. We’re in a state where climate disasters are not about science but people, and it is time to treat climate crises as a priority. Government leaders need feedback from businesses and people on the ground to set a clear policy path, the right regulations, and trust in political leadership.
