About us
The IWC serves as the central mechanism for developing the Department of Defense’s (DOD) irregular warfare knowledge and advancing the Department's understanding of irregular warfare concepts and doctrine in collaboration with key allies and partners. Our mission is to AMPLIFY and collaborate to build an innovative and adaptable global networked IW community of interest; To Strategically ILLUMINATE current and future irregular threats, crises, and obstacles; and to ADDRESS current and future irregular threats to the US, allies, and partners by providing optionality. IWC serves as the only global DOD center which works in close collaboration to amplify regional centers’ IW efforts. Authority provided in section 1299L of the William M. The Irregular Warfare Center (IWC) is excited to share its latest Insights article, “21st Century Threats Require 21st Century Deterrence,” by authors Dr. James W. Derleth – IWC Subject Matter Expert (Contractor, Valens Global) and Col. Jeff Pickler – Commander, First Infantry Division Artillery Brigade. Soon after the defeat of Germany in 1945, the United States and the Soviet Union found themselves in a global struggle for power and influence. In contrast to previous great power competitions, which had often led to conventional armed conflict, nuclear weapons dramatically changed the risk calculus for both sides. Since combat operations between nuclear armed adversaries could lead to their mutual annihilation, geopolitical competition between them would now reserve military force for “coercion, intimidation, and deterrence.” This led to the United States adopting a formal deterrence policy. Its adoption was a significant change for military doctrine. As nuclear strategist Bernard Brodie noted, “thus far the chief purpose of our military establishment has been to win wars, from now on its chief purpose must be to avert them.” Traditionally, there are two forms of deterrence: “deterrence by denial” and “deterrence by punishment.” Deterrence by denial is premised on the ability to deter actions by creating the perception they are unlikely to succeed. Deterrence by punishment is premised on the ability to impose retaliatory costs—economic, military, political, or some combination—for an aggressive action which are higher than any plausible benefits. Effective deterrence by either denial or punishment is predicated on the explicit elaboration of clearly defined national interests, “red lines” to denote when these interests would be threatened, the capability to implement threatened punishment, the credibility of will to follow through, and the ability to communicate with adversaries so that they understand the consequences of a given course of action. Dr. Robert Redding, PhD, Women Peace and Security Expert with the Irregular Warfare Center (IWC), Valens Global contractor, recently participated in USAFRICOM's 'Women in Intelligence Operations' symposium, held in Nairobi, Kenya. Bringing together intelligence professionals from eight African nations, the symposium highlighted the critical role of gender inclusivity in intelligence operations. The event provided a platform for the IWC to provide meaningful expertise on key issues such as gender considerations in irregular warfare and the reintegration of violent extremists. We look forward to continuing these important dialogues and collaborations to enhance operational effectiveness across East Africa and beyond! The United States Department of Defense’s Irregular Warfare Center (IWC) and the Foreign Policy Research Institute’s (FPRI) Center for the Study of Intelligence and Nontraditional Warfare recently co-hosted a two-day conference on Sept. 17-18, 2024, to discuss irregular warfare lessons learned since 9/11 at the U.S. Naval Institute Jack C. Taylor Conference Center, Annapolis, Maryland. The conference aimed at capturing lessons learned, including positive and negatives examples, in the conduct of irregular warfare operations around the world by U.S., allied, and partner nations and non-state actors after the terrorist attacks of 9/11. The Center provided young scholars and junior practitioners with a chance to enjoy IW-related research presentations from Jesse N., New York University, David Kong, RAND Graduate School, Lea Marlene Korb, University of Potsdam and Dr. Maria (Mary) Papageorgiou, Newcastle University. During the afternoon session, participants worked together in two cohesive groups to share ideas and feedback, sparking future collaboration with research and educational opportunities. A big thank you to the Irregular Warfare Center (IWC)for inviting me to DC to share the research I conceptualized last summer in Cambridge at the Cambridge Security Initiative ISI program. 🇨🇳 My research focuses on the role of cyber espionage in the PRC’s broad efforts to win the competition for innovation with the US through non-military means. 📟 It was beyond encouraging to connect with fellow academics, practitioners, and subject matter experts who are thinking outside of the box in order to tackle the novel challenges of irregular warfare and strategic competition, and I look forward to further collaboration within this unique community of problem solvers.
