Current Low Impact Development (LID) regulations apply strict environmental standards to projects with five or more units, making smaller housing developments costly and difficult to complete. LABA proposes raising the threshold to seven units, allowing smaller projects to move forward without unnecessary burdens. This adjustment would encourage more housing development while maintaining sustainable practices—helping Los Angeles grow responsibly and affordably. In Los Angeles, small multi-family developments, like double duplexes, are the most viable solution for affordable housing. These projects only make sense to build on single-family lots with the appropriate zoning. Commercial properties are simply too expensive to make affordable housing a reality. Restricting small multi-family construction on these lots will make it nearly impossible to create affordable homes where they’re needed most. This will only deepen LA’s housing crisis and limit opportunities for sustainable growth. LABA is calling for immediate action to protect the future of affordable housing in Los Angeles. Since April 1, 2023, Los Angeles has implemented the so-called "mansion tax," imposing levies on real estate sales of $5 million or more. While intended to fund housing initiatives, the tax has generated approximately $439 million as of October 31, 2024—significantly below the projected $600 million to $1.1 billion per year. This shortfall highlights the tax's unintended impact on the local real estate market, including reduced profit margins and decreased investment in high-value properties. What the city may not realize is that certain restrictions harm not just developers, but the city itself. Limiting double duplex construction could lead to over 100,000 people—developers, contractors, architects, engineers, and construction workers—losing their jobs and relying on unemployment benefits. Additionally, the city collects approximately $80,000 per permit for these projects. Halting double duplex construction could result in a significant $100 million loss in city revenue.
