About us

Founded in 1952, NCB is a distinguished not-for-profit organization dedicated to the mission of 'Safety of Life and Cargo at Sea'. NCB was established in response to the need to prevent maritime disasters caused by the transportation of dangerous goods. Operating internationally, NCB prioritizes safety and strict adherence to regulations through comprehensive inspection and surveying services. Our focus includes the safe handling of dangerous goods, ensuring the stability of vessels transporting bulk cargoes, and the proper stowage and securing of cargo for oceanic voyages. In 2018, NCB expanded its service portfolio by acquiring a well-established software company, now operating under the name NCB Hazcheck. In line with our core mission, NCB delivers Hazcheck, innovative software solutions that ensure safety and compliance in the global transportation of dangerous goods. Our software solutions, widely acclaimed as industry-leading, are utilized by numerous Container Shipping lines worldwide.

    Although the International Maritime Solid Bulk Cargoes (IMSBC) Code has been around since 2011, it is still common to encounter inaccurate or incomplete bulk cargo information and declarations forms. Recently, a vessel was detained in port as unseaworthy due to the shifting of a cargo of chromite ore. The cargo was declared as Group C with no stated Moisture Content (MC) or Transportable Moisture Limit (TML) despite showing Group A liquefaction characteristics. This incident highlights the crucial need for accurate bulk cargo testing and declarations. Having knowledge of the IMSBC Code provisions is paramount for all involved in the shipment and carriage of solid bulk cargo by sea. To promote the Safety of Life and Cargo at Sea, NCB offers an IMSBC Code E-Learning Course.     As part of our mission, NCB conducts thousands of surveys related to the stowage and securing of cargoes on flatracks each year. Recently, we’ve observed an increasing number of cargoes that may be unsuitable for carriage on flatracks, primarily due to their extreme width. To address this concern, we’ve developed the attached Risk Alert Bulletin aimed at assisting shippers, carriers, and other relevant parties in evaluating and mitigating this risk.

    🚛 49 CFR gets the latest harmonization update! PHMSA has recently issued the Final Rule HM-215Q: Hazardous Materials: Harmonization with International Standards. This rule aims to align U.S. hazardous materials regulations with international standards including Amendment 41-22 of the IMDG Code and the 22nd revision of the United Nations Recommendations on the Transport of Dangerous Goods (UN Model Regulations). 📅 Effective date: May 10, 2024. 📅 Voluntary compliance date: January 1, 2023. 📅 Delayed compliance date: April 10, 2025. The rule covers a wide range of updates including changes to the hazmat 101 table, special provisions, quantity limitations, packaging requirements, and more. Specific highlights include: - Revisions and updates to the 101 table, including a new entry for UN 3550, COBALT DIHYDROXIDE POWDER and removal of existing entry, UN 1169 with subsequent modifications to the PSN for UN 1197, EXTRACTS, LIQUID. - Changes to several special provisions including new special provisions SP396, SP441 etc. - Revised test methods for corrosive substances in §173.137. - Clarifications for the multimodal use of consumer commodities in §173.167. - Several changes for Lithium Batteries including the removal of the requirement for a telephone number on the Lithium Battery Mark. - Correction to PSN and revised packaging authorizations in the Self-Reactive - Materials Table in §173.224. - Adding new entries and revising the Organic Peroxide Portable Tank Table in the Organic Peroxide Table in §173.225.
