Dr. William LaPlante, Under Secretary of Defense for Acquisition and Sustainment, offers thought-provoking commentary on the Defense Department’s acquisition process in a recent article for National Defense Magazine. The U.S. defense modernization process faces significant challenges due to rigid bureaucratic processes, often referred to as the “iron triangle.” Dr. LaPlante illustrates how Competitive Advantage Pathfinders (CAPs) are breaking out of the “iron triangle” of cost, schedule, and performance, by leveraging existing technologies and fostering cross-service collaboration. The CAPs initiative aims to address these delays in funding, requirements, and acquisition processes, thereby streamlining and accelerating the onboarding of new military capabilities. CAPs have successfully expedited projects like the Joint Fires Network and the Long-Range Anti-Ship Missile (LRASM), significantly reducing timelines and improving capabilities. While CAPs are not a complete solution, they offer a promising approach to maintaining military superiority by upgrading and adapting existing systems more rapidly. This highlights innovative approaches to overcoming traditional barriers in Defense acquisition, showing practical examples of how modernization can be achieved more efficiently. National Defense Magazine: Gen. Chance Saltzman, Chief of Space Operations, said the withdrawal of Air Base 201 in the city of Agadez was supported by the Space Force’s Tactical Surveillance, Reconnaissance and Tracking. TacSRT is a $40 million initiative designed "to support Africom requirements by leveraging commercial analytics and data fusion," Saltzman said. "The goal was to complement the exquisite work done by the intelligence community with unclassified operational planning products delivered on tactically relevant timelines."
