Spotlight on Emilio Tavarez, 2023 Empire State Fellow: With his personal experience as an immigrant and over a decade of professional experience as a social worker, Emilio Tavarez has been placed at the Office of Temporary and Disability Assistance (OTDA) to serve within the Division of Housing and Refugee Services (HRS). Emilio is assisting in addressing the migrant crisis in New York City by supporting the Migrant Relocation Assistance Program (MRAP). MRAP provides support for voluntary relocation from New York City to other counties in New York State that have agreed to be welcoming communities. By coordinating efforts between city agencies and non-profit providers, Emilio is bringing a holistic, trauma-informed approach to the program and is reporting on both quantitative and qualitative outcomes. Emilio says, "I'm honored to use both my lived experience and my professional skills to serve the people of New York State! My years as a case manager helping immigrant and low-income families in the Bronx have prepared me to bring their complex needs to policy discussions at OTDA. I'm grateful for the opportunity to inform policies that will have a positive impact on programs administered by the State. Spotlight on Cassandra Klewicki, 2023 Empire State Fellow: Cassandra Klewicki joins the Empire State Fellows program from an unlikely career path – she is a union carpenter with more than six years of experience in the field. In order to create a support network in a male-dominated field, Cassandra co-founded Tradeswomen Building Bridges, the North American Network of Women in the Union Construction Trades. Given her interest in labor organizing and the trades, Cassandra is placed in the Department of Labor's policy division where she works on the topics of wage theft, public works, apprenticeship, and the green transition. "This program opened my eyes to the world of public policy from a government perspective. I didn't come to this on a traditional path, I went from rank-and-file construction worker to advocate. My whole life I was trying to influence change from the outside without understanding the importance of things like the state budget process or implementation challenges. I've always had big ideas, but now I have knowledge on follow-through. "As an adult, you are not often given the opportunity to take time to learn new things, so I'm extremely grateful for the educational component of this experience. The sessions from the Rockefeller Institute are worth their weight in gold, especially when it comes to understanding this new environment I've been thrown into. The support from staff, alumni, and my fellowship cohort have been instrumental to my growth and I can't imagine making this career transition alone." Spotlight on Alexandra Alam El Din-Meeks, 2023 Empire State Fellow: Alexandra Alam El Din-Meeks is currently placed within the Executive Chamber of New York State, rotating between the Department of Agriculture and Markets, the Department of Health, and the Office of General Services. Her primary focus since starting her fellowship has been on aligning food and nutrition accessibility efforts/initiatives across all state agencies, particularly emphasizing emergency feeding and Food as Medicine. Currently, she is working on Executive Order 32, collaborating with various agencies to meet their NY food procurement goals. Additionally, she is involved in programs like the restaurant meals program, Nourish NY, Hunger Prevention and Nutrition Assistance Program (HPNAP), and the newly passed 1115 waiver, focusing on Food as Medicine. "Originally, I saw this fellowship as an opportunity to hold NYS accountable in their actions towards ending hunger,” Alex says. “With over a decade of experience working in food and nutrition access at various points along the food system, I saw this as an opportunity to promote change. What I soon realized was how much work is being done behind the scenes and how much effort agencies put in day after day to fight food and nutrition insecurity for all New Yorkers. I love that I can make a difference alongside others working to make a difference while learning a ton and becoming aware of true challenges and obstacles. I feel incredibly fortunate to be in a position to be a problem solver and create change, and if you feel you want to make a change, I encourage you to apply. New York is ready to listen."
